This should greatly simplify the maintenance of the system as well as increase MCA’s ability to respond effectively and in a timely manner to user initiated change requests in response to changes in customs law, policies and practices. Physical independence. CDPS must address the need for increasing the reach and range of the application system irrespective of where the system is physically located so as to permit two way access to/from external financial institutions, governmental institutions and citizens, irrespective of their physical location. Modularity and flexibility in making enhancement. CDPS must address the requirement for a components-based modular system design so as to provide the MCA the capability to enhance the system to keep up with changing rules and procedures. Data consolidation and processing. CDPS must ensure that all data is stored in a database ensuring that there is no redundant data (i.e. normalized database schema) in order to simplify data access and provide a consolidated logical view of data, regardless of the organization and location of the financial information. As a result, data processing will be more accurate, consistent and timely, avoiding redundancy and increasing processing efficiency. Table 14: Technical Architecture requirements. 5.2.9 Operating Environment CDPS will operate within the following environment in MCA. Number Description OE-0000 Estimated Transaction Volumes: There will be approximately 2000 MCA users of CDPS. There will be around 1000 MCA users concurrently accessing CDPS. It is anticipated that over the next few years the number of users could increase. CDPS usage patterns vary based upon the hour in the day and the month of the year (see Figure 1 and Figure 2). The following information provides some very broad volumetric for peak and average processing days: • Daily CDPS transactions peak at around 2pm to 4pm. During the peak hour the number of transactions reaches on average 190 SAD transactions per hour and 184 transit transactions per hour. • The average amount of daily transactions is: 1178 SAD transactions per day and 1420 transit transactions per day. Note: The above estimates for the transaction volumes are based upon the historical data available for the period January-July 2008. OE-0010 Communication Links to BCOs: MCA will use a VPN system to connect the BCOs to CDPS Servers running at Headquarters. All BCOs shall be connected with the MCA Headquarters by two Internet links provided by two independent Internet providers. The speed of these lines will vary, but the slowest lines shall be at least 256 Kbps. OE-0020 Server Hardware Platform: Currently, MCA does not have servers which can be used to run CDPS. CDPS server(s) has to be sized by MCA and CDPS vendor to meet the performance requirements of CDPS. The vendor must specify the technical requirements for the recommended hardware for the servers and other resources: • Processors, hard disks, backup devices per server. Page 146/276

Server Software Platform: The CDPS vendor must also specify the system software, infrastructure software (RDBMS, applications server, web server) and other third-party software required by CDPS. The vendor must propose an optimal licensing structure for all third-party software required by CDPS. Workstation hardware and software platform: CDPS Workstation(s) has to be sized by MCA and CDPS vendor to meet the national performance requirements. All MCA workstations shall run on the Windows XP operating system and above. Internet Explorer 7 will be installed on all MCA Workstations, but CDPS will also have to support Mozilla Firefox 2 and above. Display resolution will be at least 1024 by 768 pixels with 32bit colour quality. Minimum processor is 1GHz Celeron. Minimum RAM is 512MB. Minimum free hard disk space is 10GB. Note: Currently, MCA does not have a standard operating environment for its workstations. Workstations’ operating system varies from Windows 98 to Windows Vista, though Windows XP is the most used OS. CPUs range from P- II to Pentium Dual Core. RAM memory ranges from 32MB to 1GB. MCA shall standardise its operating environment as per the above paragraph.
