4.4.2 Content of Tarim (TARIC)
- The Tarim (TARIC) shall contain the following main categories of measures:
o Tariff measures:
→ Third country duty rates, as defined in the Combined Nomenclature
→ Suspensions of duties;
→ Tariff quotas; and
→ Tariff preferences.
o Commercial measures:
→ Antidumping measures; and
→ Countervailing duties measure.
o Tax-tariff measures:
→ information relating to the rates of VAT; and
→ information relating to the rates of excises.
o Measures relating to restriction of movements:
→ Import and export prohibitions;
→ Import and export restrictions; and
→ Quantitative limits.
o Measures for gathering of statistical data:
→ Import surveillances;
→ Export surveillance.
4.4.3 Information flows
- The following statements define the basic information flows which occur involving the Tarim (TARIC)
system:
o Combine Nomenclature, Quota and Suspensions deliver data to the Tarim (TARIC) system for
integration purposes.
o Tariff applications such as Accounting management system sub-application, Binding Tariff
Information, Authorisation sub-application, Risk analysis and risk management system,
Suspensions, Quota and Surveillance use Tarim (TARIC) as a reference data system in order to
validate nomenclature codes, geographical areas or to retrieve a duty rate expression for a given
nomenclature code.
o All Macedonian customs offices shall receive on a daily basis all stable updates performed in the
Tarim (TARIC) system.
o A daily update file is sent to Data Dissemination System (to traders and associations).
o Relevant Macedonian ministries (e.g. Ministry of Finances, including Public Revenue Office,
National Bank of the RM, Ministry of Interior, Ministry of Agriculture, Forestry and Water Supply,
Ministry of Health, Ministry of Environment and Physical Planning, Ministry of transport and
Communications, Ministry of Culture, Ministry of Economy, Directorate for Radiation Security,
Institute for standardisation, State Statistical Office) shall receive Tarim (TARIC) data to populate
their local databases.
- Daily transmissions of Tarim (TARIC) data via an electronic network guarantee immediate and correct
information for all Macedonian customs offices with the goal of maximising automatic customs
clearance.
- The same information is also disseminated towards third parties such as economic operators, national or
international organisations, and trade associations. The Tarim (TARIC) database shall be available
online on the website of Macedonian customs administration.
