Constraints <strong>and</strong> challenges<br />

Inadequate funding:<br />

Underfunding <strong>of</strong> the sub­sector at 4.9% share <strong>of</strong> the ministry budget provision. Funding towards<br />

development projects <strong>and</strong> the three examination bodies established under BTVET is still inadequate.<br />

There is also a high dem<strong>and</strong> for non­ formal training but with inadequate funding. There are<br />

unfunded priorities like teaching <strong>and</strong> learning materials.<br />

(ii)<br />

Inadequacy <strong>of</strong> physical facilities.<br />

4.2.4 Higher <strong>Education</strong><br />

The Higher <strong>Education</strong> sub­sector comprises <strong>of</strong> universities <strong>and</strong> other tertiary institutions. Like other<br />

sub sectors, Higher <strong>Education</strong> set out to improve the quality <strong>of</strong> higher education during the period<br />

under review. To this effect, various interventions were undertaken as summarized in Box 4.8;<br />

(a) Interventions undertaken to enhance quality during FY 2011/12<br />

During the period under review the subsector set out to achieve the following interventions indicated<br />

in Box 4.8.<br />

i) Supervision <strong>and</strong> accreditation <strong>of</strong> universities <strong>and</strong> their programmes by NCHE;<br />

ii) Development, expansion <strong>and</strong> rehabilitation <strong>of</strong> infrastructure in all public<br />

universities;<br />

iii) Enhancement <strong>of</strong> outreach programmes in Public universities;<br />

iv) Provision <strong>of</strong> Instructional materials, tools <strong>and</strong> equipment;<br />

v) Institutionalizing programmes for staff development;<br />

vi) Enhancement <strong>of</strong> Quality Assurance Committee <strong>of</strong> Senate <strong>and</strong> Council; <strong>and</strong>,<br />

vii) Support to universities <strong>and</strong> other tertiary institutions.<br />

(b)<br />

Progress <strong>and</strong> Main Achievements<br />

Basing on the resources available during the period under review, the subsector made progress on a<br />

number <strong>of</strong> interventions as indicated below;<br />

(i)<br />

Supervision <strong>and</strong> accreditation <strong>of</strong> universities <strong>and</strong> their programmes by NCHE<br />

For quality assurance <strong>and</strong> monitoring, 118 Programmes were accredited, 3 institutions granted<br />

provisional Licences, 1 institution granted Certificate <strong>of</strong> Classification & Registration, 2 institutions<br />

ESSAPR FY 2011/12 to inform the 19 th ESSR – OCTOBER 2012
