Progress <strong>and</strong> Main Achievements<br />

Dissemination <strong>of</strong> the Gender in <strong>Education</strong> Policy<br />

During the period under review, with support from UNICEF, the sector carried­on dissemination <strong>of</strong><br />

the Gender in <strong>Education</strong> Policy in western region. In addition to the rest <strong>of</strong> the regions covered in FY<br />

2010/11, this 5­day dissemination workshop was held in Mbarara (at Bishop Stuart Core PTC) for the<br />

western region which attracted 152 participants including Centre Coordinating Tutors (CCTs), District<br />

Inspectors <strong>of</strong> schools <strong>and</strong> DPOs.<br />

Training in Gender mainstreaming<br />

Regional trainings;<br />

The <strong>Ministry</strong> <strong>of</strong> <strong>Education</strong> <strong>and</strong> <strong>Sports</strong> embarked on the national wide dissemination <strong>and</strong> training <strong>of</strong><br />

Trainers <strong>of</strong> Trainees (ToTs), to help in the rollout <strong>of</strong> the Gender Policy <strong>and</strong> this was organized at<br />

regional levels as already elaborated in the preceding item. The overall objective was to orient<br />

participants on the different aspects <strong>of</strong> gender <strong>and</strong> gender mainstreaming activities into education<br />

<strong>and</strong> creating awareness <strong>and</strong> consciousness in their planning <strong>and</strong> implementation <strong>of</strong> gender related<br />

activities.<br />

As a result <strong>of</strong> the above trainings, a draft Training Manual on Gender Mainstreaming in <strong>Education</strong><br />

was produced <strong>and</strong> is due for printing<br />

Training <strong>of</strong> <strong>Ministry</strong> staff;<br />

<strong>Ministry</strong> staff, with support from Irish Aid has received training in Gender Equity Budgeting. A fiveday<br />

training organized by Budget Monitoring <strong>and</strong> Accountability Unit – MoFPED was held in Masaka<br />

(March 2012) on Gender Equity Budgeting where Gender Focal Point Officers were trained. The<br />

workshop attracted a total <strong>of</strong> 33 <strong>Ministry</strong> staff. With the establishment <strong>of</strong> the Gender Unit, such<br />

Gender­related trainings will be rolled out to include other staff as part <strong>of</strong> capacity building in the<br />

ministry.<br />

Strengthening <strong>of</strong> the Institutional Capacity<br />

In the FY 2011/12, the Sector with continued support from Irish Aid through the Budget Monitoring<br />

<strong>and</strong> Accountability Unit ­ MoFPED, established a Gender Unit as recommended in the Gender in<br />

<strong>Education</strong> Policy. The unit was staffed with a Technical Adviser, Admistrative Assistant, <strong>and</strong> a<br />

Research Officer. This was also a result <strong>of</strong> the strategy that was developed in the preceding year to<br />

mainstream gender in education.<br />

The Unit undertook a gender awareness <strong>and</strong> analysis/rapid assessment <strong>of</strong> thirty three (33) focal<br />

points <strong>and</strong> department heads as an entry point to design a gender engagement strategy; reviewed <strong>and</strong><br />

integrated gender specific questions in the instruments for the joint monitoring <strong>of</strong> the PAF <strong>and</strong>;<br />

together with budget <strong>of</strong>ficers <strong>and</strong> staff <strong>of</strong> <strong>Ministry</strong> <strong>of</strong> Finance­ BMAU established benchmarks <strong>and</strong><br />

guidelines for vetting BFPs.<br />
