declined. The remapping aims to minimize the number <strong>of</strong> sub­counties served by a tutor.<br />

(iv) Continuous Pr<strong>of</strong>essional Development (CPD) <strong>and</strong> support through Coordinating Centers<br />

In the period under review, the Sector carried out training in pedagogical leadership for 267 Head<br />

teachers, 23 Deputy Principals <strong>and</strong> 78 CCTs; as well as CPD training, conducted by CCTs, for 220,327<br />

primary teachers. The sub­sector facilitated 69 administrators to carry out outreach activities in 23 core<br />

PTCs through 539 coordinating centers;<br />

Furthermore, performance evaluation <strong>of</strong> 150 CCTs in 15 Core PTCs was conducted to assess the<br />

effectiveness <strong>of</strong> CCTs toward supporting teachers <strong>and</strong> impact <strong>of</strong> outreach tutors on the performance<br />

<strong>of</strong> teachers at the Centre schools. Seventy two (72) local governments were monitored to assess the<br />

effectiveness <strong>of</strong> Inspection at the local government level. The Inspectors were mentored to enhance<br />

their capacity to monitor the implementation <strong>of</strong> policies with emphasis on the areas <strong>of</strong> Special needs<br />

<strong>Education</strong>, Physical <strong>Education</strong> <strong>and</strong> Guidance <strong>and</strong> counseling.<br />

Primary Teacher <strong>Education</strong> Practicum Programs<br />

The sector also conducted PTE practicum for 16,239 students to promote the development <strong>of</strong> teaching<br />

experience <strong>and</strong> prepare them for the real world <strong>of</strong> work. This exercise served to assess the<br />

effectiveness <strong>of</strong> the teaching outcomes.<br />

Monitoring the status <strong>of</strong> school hygiene <strong>and</strong> sanitation<br />

In FY2011/12, the <strong>Education</strong> Sector supported hygiene, sanitation, <strong>and</strong> water­in­schools projects to<br />

foster an enabling learning environment that contributes to children's improved health, welfare, <strong>and</strong><br />

learning performance. The sector set out to monitor the status <strong>of</strong> school hygiene <strong>and</strong> sanitation in 11<br />

districts, viz: ­ Lamwo, Agago, Otuke, Alebtong, Yumbe, Koboko, Aleptong, Pader, Lamwo, Apac,<br />

<strong>and</strong> Kitgum. A total <strong>of</strong> thirty (30) pre­primary schools were monitored in the districts <strong>of</strong> Bulisa,<br />

Kiry<strong>and</strong>ongo, Masindi, Hoima, Kibale, Buliisa <strong>and</strong> Kiry<strong>and</strong>ongo to facilitate effective learning. In<br />

addition, 30 Primary schools in Amolator were monitored focusing on Girls <strong>Education</strong> Sanitation <strong>and</strong><br />

Hygiene in Kyenjojo, Mubende, Kabarole districts.<br />

Hardship allowance <strong>of</strong> 30% <strong>of</strong> basic monthly salary paid to teachers in hard to reach areas<br />

The Sector paid teachers hardship allowance <strong>of</strong> 30% <strong>of</strong> basic monthly salary to teachers in hard to<br />

reach areas to motivate <strong>and</strong> enable teachers to concentrate on their pr<strong>of</strong>essional tasks <strong>and</strong> to lend<br />

themselves towards promotions <strong>of</strong> effective learning. In essence, 15,301 teachers at primary,<br />

secondary, <strong>and</strong> tertiary level benefitted from this allowance in FY2011/12.<br />

Supporting the implementation <strong>of</strong> the Teachers Scheme <strong>of</strong> Service<br />

The Sector continued to benefit from the scheme <strong>of</strong> service. A total <strong>of</strong> 1,777 teachers were promoted<br />

under the Scheme through the <strong>Education</strong> Service Commission to Senior <strong>Education</strong> Assistant. By end<br />

<strong>of</strong> FY2011/12, only 58 distrcits <strong>and</strong> municipalities had provided feedback on the exercise. This is<br />

further eluscidated on Page 136/137 (table 4.35), under the implementation <strong>and</strong> popularisatioin <strong>of</strong> the<br />

scheme <strong>of</strong> service at primary level.<br />
