The sub – sector paid faculty allowance <strong>of</strong> US $ 8135 at an exchange rate <strong>of</strong> Ug shs 2500 for academic<br />
year 2011/2012 for students on Inter University Exchange programme. Paid a further settlement<br />
allowance in FY 2011/2012 for InterUniversity Council Students which was US $ 4525 at an exchange<br />
rate <strong>of</strong> Ug shs 2500 Ug shs 2500 <strong>and</strong> transport allowance for beginning <strong>of</strong> year 2011/2012 for Inter<br />
University Council students US $ 2,825 at an exchange rate <strong>of</strong> Ug shs 2500.<br />
The department also remitted funds to Inter University Council <strong>of</strong> East Africa (IUEA), Ug<strong>and</strong>a<br />
Commonwealth Scheme.<br />
Table 4.17 below indicates the number <strong>of</strong> students admitted in FY 2011/12 to the seven (07) Public<br />
Universities.<br />

(ii)<br />
Students Loan Scheme;<br />
<strong>Ministry</strong> <strong>of</strong> <strong>Education</strong> <strong>and</strong> <strong>Sports</strong> has finalised drafting the Students Loan Scheme Policy,“The<br />
Ug<strong>and</strong>a Students Higher <strong>Education</strong> Financing Scheme”. The policy document highlighted the<br />
operational details for the loan scheme which was approved by Top management <strong>and</strong> later a cabinet<br />
memor<strong>and</strong>um on the Principles for the Bill was approved by cabinet to pave way for the drafting <strong>of</strong><br />
the loan bill.<br />

Development, expansion <strong>and</strong> rehabilitation <strong>of</strong> infrastructure in all public universities<br />
During the period under review, the subsector developed, exp<strong>and</strong>ed <strong>and</strong> rehabilitated infrastructure<br />
in all universities. Details for each university are presented as follows;<br />
a) Mbarara University <strong>of</strong> science <strong>and</strong> technology; Construction <strong>of</strong> the faculty <strong>of</strong> applied science<br />
block at Kihumuro campus continued at level 3. The rest <strong>of</strong> the infrastructure development<br />
<strong>and</strong> rehabilitation projects (faculty building phase2B/ Development studies <strong>and</strong> renovation <strong>of</strong><br />
expatriate quarters) were not implemented due to nonrelease <strong>of</strong> UGX 936million as Q4<br />
Government Development funding.<br />
b) Ug<strong>and</strong>a Management institute (UMI); At UMI – Construction projects started in April 2012 as<br />
part <strong>of</strong> a wider Estates Development Master Plan. Details are summarized in the table 4.26;<br />
