c) Muni University; In an effort to increase access <strong>and</strong> improve regional distribution <strong>of</strong><br />

institutions <strong>of</strong> higher learning, funds totalling to Ug.shs.2.0bn was provided to Muni<br />

University to carry out construction at Muni hill. At least 10% o the construction work<br />

has been completed.<br />

(iv)<br />

Implementation <strong>of</strong> the District Quota System.<br />

To enhance equitable access as well as government sponsorship, the government has continued<br />

operating the district quota system whereby each district in the country is given a slot <strong>of</strong> eight (08)<br />

students for sponsorship each academic year. As a result 896 students were admitted to public<br />

Universities on district quota during FY 2011/12. The 896 slots are equally shared out among the 112<br />

districts in Ug<strong>and</strong>a.<br />

Provision <strong>of</strong> scholarships<br />

As a means to increasing access to post­secondary education <strong>and</strong> training, bi­lateral scholarships have<br />

been <strong>of</strong>fered to students to study in countries like; China, Canada, United Kingdom, Egypt, Australia<br />

<strong>and</strong> Japan. During the period under review, a total <strong>of</strong> 70 Students benefited from this scheme.<br />

Consequently, Top­up allowances for students in China, India, Chez, Turkey, Algeria, Russia, Cuba,<br />

<strong>and</strong> Egypt was paid. Government continued to prioritize sponsorship in public Universities to Science<br />

<strong>and</strong> Technology related disciplines, maintaining the ratio <strong>of</strong> science at 53% <strong>and</strong> 47% for Arts courses<br />

respectively.<br />

(vi)<br />

Licence Private Universities <strong>and</strong> Institutions.<br />

During FY 2011/12, the National Council for Higher <strong>Education</strong> licensed <strong>and</strong> registered five (05)<br />

private universities. This increased the number <strong>of</strong> private universities licensed <strong>and</strong> registered to 29 in<br />

FY 2011/2012 from 21 in FY 2010/2011.<br />

In addition, 3 institutions were granted provisional Licenses, 1 institution granted Certificate <strong>of</strong><br />

Classification & Registration, <strong>and</strong> 2 institutions granted Letters <strong>of</strong> Interim Authority.<br />

(vii)<br />

Expansion <strong>of</strong> Higher Learning Institutions<br />

In an effort to operationalize the Ug<strong>and</strong>a Petroleum Institute Kigumba (UPIK), funds amounting to<br />

Ugx.2bn were spent on rehabilitation works at the institute <strong>and</strong> 88 students continued their studies in<br />

petroleum studies.<br />

Civil works at the various institutions <strong>of</strong> Higher Learning are as below;<br />
