Universal Secondary <strong>Education</strong> was designed in a way that minimizes school dropout. Table 4.29<br />

The cohort analysis technique reveals increase in the proportion <strong>of</strong> students who start senior one <strong>and</strong><br />
finally complete senior four. Out <strong>of</strong> 163,758 (male 92,459; female 71,299) students who joined senior<br />
one in 2008, 72 percent (74.32% male; 69.08% female) survived to senior four in 2011 leading to a<br />
wastage <strong>of</strong> only 28 percent. This loss includes students who have joined none USE schools, repeaters,<br />
dropouts <strong>and</strong> those that may have died in due course. In 2011/12, the survival rate from S.1 to S.4<br />
was 76.2 percent (78.7% male; 73.1% female) translating into a percentage point improvement <strong>of</strong> 4.2.<br />
