Using the cohort analysis technique, 76%, 75% <strong>and</strong> 67.6% <strong>of</strong> the students that enrolled in Year one in,<br />

2008, 2009 <strong>and</strong> 2010 respectively progressed to Year three in 2010, 2011 <strong>and</strong> 2012 respectively. This<br />

translates into a loss <strong>of</strong> 24 percent, 25 percent <strong>and</strong> 32.4 percent respectively. This loss includes<br />

students who have joined non UPPET BTVET institutions, repeaters, drop­outs <strong>and</strong> those that may<br />

have died in due course.<br />

Improvement in the teaching delivery methods<br />

The <strong>Ministry</strong> <strong>of</strong> <strong>Education</strong> <strong>and</strong> <strong>Sports</strong> initiated ADBV Project focusing on Higher <strong>Education</strong><br />

Science <strong>and</strong> Technology (HEST) Project in five public universities due to be implemented with<br />

effect from FY2013/14. Broadly, the objective <strong>of</strong> the HEST project is to develop the effective<br />

delivery <strong>of</strong> science <strong>and</strong> technology­oriented skills to increase economic competitiveness <strong>and</strong><br />

sustain growth.<br />

Ensuring internship <strong>and</strong> field attachments are undertaken by all Public Universities<br />

All public universities have implemented the policy <strong>of</strong> internship attachments <strong>of</strong> for all<br />

programmes. Makerere University opened 3 incubation centers at ICT, College <strong>of</strong> Agric &<br />

College technology faculties.<br />
