4.0 Overview <strong>of</strong> the <strong>Education</strong> <strong>and</strong> <strong>Sports</strong> Sector Performance<br />
4.1 Access <strong>and</strong> Equity<br />
a) Preprimary <strong>and</strong> primary education<br />
Under the preprimary <strong>and</strong> primary sub sector, the following were achieved<br />

Payment <strong>of</strong> UNEB examination fees for 446,508 PLE c<strong>and</strong>idates;<br />
Payment <strong>of</strong> Capitation grant for 16,239 preservice <strong>and</strong> 2,000 inservice students in PTCs;<br />
Distribution <strong>of</strong> food to 245 primary schools under the World Food Programme(WFP);<br />
The food supplies were key in boosting pupil enrolment <strong>and</strong> retention at all levels;<br />
Promotion <strong>of</strong> school gardens through supply <strong>of</strong> vegetable seeds, fruit <strong>and</strong> timber tree seedlings to<br />
schools under WFP. In addition, ploughed 120 acres <strong>of</strong> l<strong>and</strong> for 30 schools, 2,800 assorted h<strong>and</strong><br />
tools given out to schools <strong>and</strong> 12,376 tree seedlings distributed in 48 selected schools in Amudat,<br />
Napak, Moroto, Nakapiripirit, Kotido, Abim <strong>and</strong> Kaabong;<br />
Facilitating 624 children in Laroo School for War Affected Children;<br />
Construction <strong>and</strong> rehabilitation <strong>of</strong> primary schools. Under the Emergency Construction <strong>and</strong><br />
Rehabilitation <strong>of</strong> Primary Schools Project, 38 schools were identified <strong>and</strong> 16 <strong>of</strong> them received funds<br />
for construction, rehabilitation <strong>and</strong> acquiring furniture;<br />
(vii) Licensed 225 primary schools, <strong>and</strong> registered 130 Early Childhood Development Centres; <strong>and</strong>,<br />
(viii) Grant Aided 80 Community primary schools.<br />
b) Secondary <strong>Education</strong><br />
In the secondary sub sector, the following were achieved:<br />

Paid Capitation Grants amounting to 80,210,939,519/= for 718,000 students, 215,400 <strong>of</strong> them in<br />
private partnership schools (PPPs) <strong>and</strong> 502,600 in government secondary schools;<br />
Extention <strong>of</strong> USE to cover Upper (‘A’ level) Secondary. The UPOLET program was approved by<br />
Cabinet in 2011 <strong>and</strong> implementation started in 2012 with 701 government schools <strong>and</strong> 251 Public<br />
Private Partnership schools;<br />
Construction <strong>of</strong> 16 new Seed Secondary Schools in each sub – county <strong>and</strong> hard to reach areas plus<br />
expansion <strong>of</strong> facilities in the already existing secondary schools;<br />
Coding <strong>and</strong> Staffing <strong>of</strong> 10 new Seed Secondary schools by the <strong>Ministry</strong> <strong>of</strong> Public Service; <strong>and</strong>,<br />
Enhancing Public Private Partnership.The sector increased the number <strong>of</strong> private secondary<br />
schools partnering with government under USE program from 363 schools in 2007 to 743 in 2011.<br />
In the period under review, 144 private secondary schools signed Memor<strong>and</strong>um <strong>of</strong> Underst<strong>and</strong>ing<br />
(MoU) with government to jointly implement USE.<br />
c) BTVET subsector<br />
In the BTVET subsector, the following were achieved:<br />
(i) Payment <strong>of</strong> Capitation Grant for Students in BTVET institutions. The sub sector paid UPPET<br />
capitation grant for 8,304 students in Technical Institutes, Farm Schools, <strong>and</strong> Community<br />
Polytechnics, 1,680 students in private institutions, 14,726 nonformal trainees, <strong>and</strong> 2,754 school<br />
leavers;<br />
(ii) Payment <strong>of</strong> Capitation Grant for 1,103 students in 5 Health Training Institutions, 1,600 students in 5<br />
UTCs, 1,600 students in 5 UCCs <strong>and</strong> 11,250 students in Technical Institutions;<br />
(iii) Payment <strong>of</strong> Capitation Grant to 8,800 students in 53 government institutions, 1,750 students in<br />
UTC’s <strong>and</strong> further facilitated Nonformal training by paying Capitation Grants for 14,726 non<br />
ESSAPR FY 2011/12 to inform the 19 th ESSR – OCTOBER 2012
