Results show that there has been a decline in the percentage <strong>of</strong> primary six pupils rated pr<strong>of</strong>icient in<br />
numeracy from 54.8 percent in 2010 to 45.6 percent in 2011. Overall, 54.4 percent <strong>of</strong> the pupils enrolled<br />
in P.6 in Ug<strong>and</strong>a cannot use numbers to make simple; additions, subtraction, multiplication, division,<br />
weights <strong>and</strong> measures, money counting <strong>and</strong> telling time among others. Like at primary three, pupils<br />
who had gone through preschool performed better than their counterparts. Therefore, there is need<br />
to enhance support towards Early Childhood Development to improve pupils performance in<br />
numeracy at Primary six.<br />
4.5.6.5 Primary Leaving Examination<br />
Primary Leaving Examination is an examination taken at the end <strong>of</strong> the primary seven. It consists <strong>of</strong><br />
four compulsory papers: English (Literacy), Mathematics, Science <strong>and</strong> Social Studies (SST).<br />
Each paper is graded on a ninepoint scale: 1 to 9, where 1 is the best grade <strong>and</strong> 9 the worst. The grades<br />
for all four subjects are then averaged to obtain the overall grade referred to as Division 1 to 4 in which<br />
Division 1 is the best. Figure 4.47 below shows the quality <strong>of</strong> pupil’s performance in PLE.<br />
