(xxvi) Train <strong>and</strong> orient primary school teachers on the new curriculum Through TDMS system<br />
In FY 2011/12 the subsector oriented 18,000 P.7 teachers on the new curriculum primary school<br />
curriculum; rolled out training <strong>of</strong> safe schools initiative to all primary schools at CC level; carried out<br />
ECD TOT training on ECD Training framework in 30 districts with support from UNICEF. In addition<br />
carried out training on performance reviews <strong>and</strong> institutional; development plans.<br />
(xxvii) Developed <strong>of</strong> new curricular <strong>and</strong> orientation <strong>of</strong> health tutors on the new curriculum<br />
In order to improve quality the subsector developed <strong>and</strong> reviewed the curricula for Post graduate<br />
Diploma in Medical <strong>Education</strong> <strong>and</strong> Clinical Instructors, midwifery. In addition, the subsector<br />
orientated lecturers in the new Curricular for health tutors <strong>and</strong> health tutors on midwifery updates<br />
<strong>and</strong> pediatrics.<br />
(xxviii)Joint support supervision <strong>of</strong> Health Training Institutions.<br />
In FY 2011/12 the subsector carried out joint support supervision in 18 out <strong>of</strong> 53 institutions in order<br />
to improve performance in health training institutions.<br />
(xxix) Train Midwifery tutors <strong>and</strong> Lab technicians.<br />
In order to improve competence among the human resource in the health training institutions the<br />
subsector during the period under review trained 10 midwifery tutors <strong>and</strong> 12 Lab technicians with<br />
support from UNFPA, BAYLOR Ug<strong>and</strong>a to undertake a 3 years Health Tutors Graduate Course.<br />
4.5.8 <strong>Education</strong> Service Commission<br />
The <strong>Education</strong> Service Commision in FY 2011/12 had set objectives that include among others to<br />
appoint, confirm appointments <strong>and</strong> exercise disciplinary control over <strong>Education</strong> Service personnel;<br />
review the terms <strong>and</strong> conditions <strong>of</strong> service, st<strong>and</strong>ing orders, training <strong>and</strong> qualifications <strong>of</strong> public<br />
<strong>of</strong>ficers in the <strong>Education</strong> Service;report annually on the performance <strong>of</strong> the <strong>Education</strong> Service<br />
Commission; <strong>and</strong>,research, analyze, develop <strong>and</strong> formulate national st<strong>and</strong>ards for the <strong>Education</strong><br />
Service in relation to the training <strong>of</strong> personnel in the service. See Box 4.20 for interventions undertaken<br />
Box 4.20 Interventions for <strong>Education</strong> Service Commission in FY 2011/12<br />
(i) To recruit, confirm, regularize <strong>and</strong> validate appointments <strong>of</strong> 5,000 teaching <strong>and</strong> nonteaching<br />
personnel in the <strong>Education</strong> Service.<br />
(ii) To produce <strong>and</strong> disseminate the <strong>Education</strong> Service Commission Regulations 2012 <strong>and</strong> the<br />
Teachers Pr<strong>of</strong>essional Code <strong>of</strong> Conduct, 2012<br />
(iii) To supervise <strong>and</strong> issue guidelines to District Service Commissions for the promotion <strong>of</strong> 4,000<br />
<strong>Education</strong> Assistants to the post <strong>of</strong> Senior <strong>Education</strong> Assistant.<br />
(iv) To popularize the Scheme <strong>of</strong> Service among stakeholders<br />
(v) To develop <strong>and</strong> update the Electronic Data Management System for all the <strong>Education</strong> Service<br />
personnel with a view <strong>of</strong> improving service delivery.<br />
(vi) Build capacity through training <strong>of</strong> staff.<br />
