During the period under review, the dropout rate reduced from 4.67% in FY 2010/11 to 4.57% in FY<br />

2011/12. The dropout rate was relatively equal among boys <strong>and</strong> girls, an indication <strong>of</strong> improved<br />

efficiency <strong>and</strong> effectiveness more especially among the girl children.<br />

Constraints/Challenges<br />

High attrition rate <strong>of</strong> the primary teachers from the payroll <strong>and</strong> slow pace <strong>of</strong> teacher<br />

recruitment by some districts is affecting implementation <strong>of</strong> districts staff ceilings <strong>and</strong> causing<br />

poor performance <strong>of</strong> the wage component;<br />

Teacher <strong>and</strong> pupil absenteeism as well as pupil drop­out are still rampant in many schools<br />

countrywide;<br />

Inadequate school inspection <strong>and</strong> lack <strong>of</strong> coordination between regional DES Offices <strong>and</strong><br />

District inspectors.<br />

4.3.2 Secondary <strong>Education</strong><br />

Under the secondary education subsetor the interventions indictaed were targeted.<br />

Interventions undertaken to enhance efficiency <strong>and</strong> effectiveness at the secondary school level are<br />

Approval <strong>of</strong> Boards <strong>of</strong> Governors in government <strong>and</strong> private secondary schools;<br />

In the period under review, the Sector approved BOGs for a total <strong>of</strong> 442 Secondary schools in a bid to<br />

ensure the effectiveness in school management.<br />

Training <strong>of</strong> Science <strong>and</strong> Mathematics teachers<br />

The sub­sector trained a total <strong>of</strong> 2,412 Science <strong>and</strong> Mathematics teachers, 110 PTC Tutors, 164 Student<br />

Council members for the West Nile Sub­region, inducted 262 Head teachers <strong>and</strong> deputy head teachers<br />

<strong>of</strong> the 66 newly Grant Aided secondary schools <strong>and</strong> 121 Senior Accounts Assistants.<br />
