1.4 OVERVIEW OF THE 19 TH EDUCATION SECTOR REVIEW<br />

1.4.1 Theme<br />

The theme for this year’s ESSR is “addressing learning outcomes for enhanced competences”<br />

with emphasis on the need to stem the declining pr<strong>of</strong>iciency levels in literacy <strong>and</strong> numeracy at<br />

primary level; <strong>and</strong> declining performance in English, Physics, Mathematics <strong>and</strong> Biology at<br />

Secondary level. The theme is also geared towards strengthening quality assurance mechanisms<br />

at tertiary level to produce appropriately skilled human resources that match the dem<strong>and</strong>s <strong>of</strong><br />

the labour market in the country. This theme has been carried forward from the 18 th ESSR in<br />

order to enable the sector take stock <strong>of</strong> its achievements in this area.<br />

1.4.2 Purpose<br />

Like the previous sector review, the 19 th ESSR will appraise sector performance for the period 1 st<br />

July 2011 to 1 st July 2012. Specifically the 19 th ESSR will:­<br />

Assess progress in achieving the agreed sector level performance benchmarks <strong>and</strong><br />

undertakings including budgetary performance for FY 2011/12;<br />

Present <strong>and</strong> confirm the performance <strong>of</strong> the sector in achieving the critical <strong>and</strong> process<br />

undertakings;<br />

Discuss the following critical policy issues/ concerns arising from the recent study reports<br />

<strong>and</strong> agree on credible mitigating measures for improving the delivery <strong>of</strong> education <strong>and</strong><br />

sports services:­<br />

(i)<br />

(ii)<br />

(iii)<br />

Inadequate literacy/ reading skills at primary;<br />

Poor performance <strong>of</strong> science subjects <strong>and</strong> English language at Secondary <strong>Education</strong><br />

level <strong>and</strong>;<br />

Inability to impart the required skills for employability <strong>and</strong> entrepreneurship at<br />

BTVET <strong>and</strong> Tertiary Levels <strong>of</strong> <strong>Education</strong>.<br />

(d)<br />

Discuss <strong>and</strong> provide practical recommendations for the sector to enhance skills training<br />

(life coping <strong>and</strong> economical) building while providing Skills for National Development. The<br />

field findings will be related to the Chapter on improving the quality <strong>of</strong> education within<br />

the National Development Plan (2010/11­2014/15).<br />

1.4.3 The Process<br />

The 19 th ESSR review process commenced with the preparation <strong>of</strong> the ESSPR. This was followed<br />

by field visits to 72 institutions drawn in 18 districts in August 2012. The purpose <strong>of</strong> the field<br />

visit was to validate sector performance as well as generate districts perspectives on challenges<br />

facing the sector pertaining to pupils’/students’ learning outcomes. A report <strong>of</strong> the field visit<br />

exists as a (separate document).<br />

Other activities <strong>of</strong> the review included the approval <strong>of</strong> ESSPR by Top Management <strong>and</strong> the Joint<br />

Position Paper (JPP) as well as future undertakings for the September/October 2013 ESSR by<br />

<strong>Education</strong> Sector Coordination Committee (ESCC).<br />
