The promotion <strong>of</strong> Girls <strong>Education</strong><br />
The initiative aims at improving girls’ retention <strong>and</strong> performance at school. In addition to increasing<br />
access, Girls’ retention has been emphasized in the School Facility Grant (SFG) disbursed to districts<br />
to provide classrooms <strong>and</strong> sanitation facilities that are Girlchild friendly such as establishment <strong>of</strong><br />
washrooms/changing rooms.<br />
Sexual maturation <strong>and</strong> reproductive health are emphasized in schools to empower girl children. This<br />
is through the appointment <strong>of</strong> senior woman/man teachers <strong>and</strong> promotion <strong>of</strong> guidance <strong>and</strong><br />
counselling in schools.<br />
<strong>Ministry</strong> <strong>of</strong> <strong>Education</strong> <strong>and</strong> <strong>Sports</strong> in collaboration with FAWEU, with funding from ADB IV equipped<br />
a total <strong>of</strong> 36 secondary schools <strong>and</strong> 4 BTVET institutions with Menstruation management kit to ensure<br />
that the girls are able to obtain emergency materials from the school to help them during<br />
menstruation. The menstruation management kit includes jerry cans, soap, wrappers locally known as<br />
“Lesus”, basins, Panadol, gauze <strong>and</strong> cotton.<br />

Affirmative action:<br />
a) Bursary scheme for needy students especially girls<br />
The Sector continues to support the needy but bright students through a bursary scheme under the<br />
ADB IV project. The Bursary scheme is administered by Forum for African Women <strong>Education</strong>alists<br />
Ug<strong>and</strong>a Chapter (FAWEU) where 695 students were awarded bursaries <strong>and</strong> are in school. 60% <strong>of</strong><br />
these students are girls <strong>and</strong> 40% boys.<br />
b) Female Managerial Capacity in <strong>Education</strong><br />
<strong>Ministry</strong> <strong>of</strong> <strong>Education</strong> <strong>and</strong> <strong>Sports</strong> maintains its position on recognizing the special role <strong>of</strong> women in<br />
management positions by encouraging younger women t assume leadership roles. It therefore<br />
continues with effort to promote accelerated registration <strong>and</strong> training <strong>of</strong> female teachers, tutors,<br />
lecturers <strong>and</strong> administrators. The target is to ensure that females to heads all girls’ schools <strong>and</strong> all coeducational<br />
institutions have at least one or two leading positions occupied by a female. It is<br />
envisaged that the female teachers <strong>and</strong> school administrators will in the long run become role models<br />
for girls to assume even more challenging leadership positions in society.<br />

Implementation <strong>of</strong> gender based training in various Universities<br />
Makerere University<br />
At Makerere University, Gender Mainstreaming Division was elevated to a Directorate, championing<br />
Gender advocacy at institutional <strong>and</strong> national levels, through sentinell sites for staff <strong>and</strong> students.<br />
Department <strong>of</strong> Women <strong>and</strong> Gender Studies elevated to a school under the new college <strong>of</strong> Humanities<br />
<strong>and</strong> Social Sciences.<br />
Across cutting course on gender was introduced for all programmes in the University <strong>and</strong> piloted in<br />
the College <strong>of</strong> Engineering Design Art <strong>and</strong> Technology <strong>and</strong> the College <strong>of</strong> Computing <strong>and</strong><br />
Information Sciences for the Academic year.<br />
