programmes set <strong>and</strong> all degree awarding institutions were surveyed.<br />
(ii) Enhancement <strong>of</strong> outreach programmes in Public universities<br />
All universities have the obligation to portray themselves as a reservoir <strong>of</strong> the country’s intellectual<br />
elite with the responsibility to champion social, political <strong>and</strong> economic change in society through<br />
pr<strong>of</strong>essional extension services. To fulfill this responsibility, public universities carried out outreach<br />
programmes during the period under review as follows: <br />
a) Mbarara University <strong>of</strong> science <strong>and</strong> technology; Mbarara University <strong>of</strong> Science <strong>and</strong> Technology<br />
conducted 4 weeks leadership <strong>and</strong> community placement for 60 medical students, 8 weeks <strong>of</strong><br />
school practice for 177science education students, 8 weeks <strong>of</strong> industrial training for 241<br />
Computer Science, Engineering <strong>and</strong> Information Technology students, 175 Business<br />
Administration students, 140 Science Laboratory Technology <strong>and</strong> 20 Pharmacy students.<br />
The University also participated in the Annual exhibition for Ug<strong>and</strong>a National Council for<br />
Higher education <strong>and</strong> marketing Ug<strong>and</strong>a Higher <strong>Education</strong> in Kigali, Rw<strong>and</strong>a.<br />
b) Muni University; The University was made the regional centre for <strong>Education</strong> for Sustainable<br />
Development (ESD) by the Ug<strong>and</strong>a National Commission for UNESCO <strong>and</strong> hosted the first<br />
meeting on ESD in May 2012.<br />

(iii)<br />
Provision <strong>of</strong> Instructional materials, tools <strong>and</strong> equipment<br />
Provision <strong>of</strong> instruction materials is one <strong>of</strong> the quality enhancement measures in higher institutions <strong>of</strong><br />
learning. Therefore, under the period under review the sub sector, procured an assortment <strong>of</strong><br />
instructional materials in all public universities.<br />
(iv)<br />
Institutionalizing programmes for staff development<br />
The subsector institutionalized staff development by ensuring that University faculties pursue<br />
further training in their respective academic areas during the period under review. To this effect,<br />
DAAD <strong>of</strong>fered two scholarships for staff development to Muni University in the areas <strong>of</strong> chemistry<br />
<strong>and</strong> ICT.<br />

Enhancement <strong>of</strong> Quality Assurance Committee <strong>of</strong> Senate <strong>and</strong> Council<br />
Quality Assurance committees were established in all public universities to monitor quality assurance<br />
in the respective universities.<br />
(vi)<br />
Support to universities <strong>and</strong> other tertiary institutions<br />
To enhance the quality <strong>of</strong> university education, the subsector continued to provide financial support<br />
amounting to 0.6 bn to Kisubi Brothers’ University College, a constituent College <strong>of</strong> Ug<strong>and</strong>a Martyrs’<br />
University <strong>and</strong> Ug shs 2bn to Ug<strong>and</strong>a Petroleum Institute Kigumba (UPIK) for rehabilitation <strong>and</strong><br />
construction at Kyema. The sector also disbursed funds for construction <strong>of</strong> Muni University.<br />
