education.<br />

Progress <strong>and</strong> Main Achievements<br />
Payment <strong>of</strong> UPPET/USE capitation grant <strong>and</strong> UCE examination fees for USE beneficiary<br />
students.<br />
During the period under review, the government continued to provide tuition support to eligible USE<br />
Students. Capitation grants amounting to 80,210,939,519/= was paid for 718,000 students <strong>of</strong> the<br />
beneficiary schools (215,400 were Private Partnership schools (PPPs) while 502,600 for government<br />
secondary schools). See table 4.7 below.<br />

In addition, the subsector provided funds to UNEB to facilitate 108,637 UCE student registration fees<br />
under the USE programme. Government further facilitated 809 government USE schools with funds<br />
for acquisition <strong>of</strong> Science specimens for UCE practicals.<br />
(ii)<br />
Implementation <strong>of</strong> USE to cover upper (A' level) Secondary<br />
In order to enhance access, Cabinet in 2011 approved the Ug<strong>and</strong>a Post “O” Level <strong>Education</strong> <strong>and</strong><br />
Training (UPOLET) <strong>and</strong> the implementation commenced in 2012 with 701 in government schools <strong>and</strong><br />
221 public private partnership schools. Government paid (3.133bn) UPOLET capitation grants to<br />
38,311 students enrolled in both government <strong>and</strong> private UPOLET schools.<br />
(iii)<br />
Construction (including expansion <strong>and</strong> rehabilitation) <strong>of</strong> Secondary schools<br />
In order to increase access to secondary education, the subsector continued with provision <strong>of</strong> a<br />
Secondary Schools in each sub–county <strong>and</strong> hard to reach areas through the construction <strong>of</strong> Seed<br />
ESSAPR FY 2011/12 to inform the 19 th ESSR – OCTOBER 2012
