Invitations accompanied by the final Terms <strong>of</strong> Reference <strong>and</strong> documents for the Review will<br />

be issued to all invitees by 8 th October 2012, i.e. at least two weeks before the date <strong>of</strong> the<br />

Review. Participants will confirm their participation on receipt <strong>of</strong> invitations one week prior to<br />

the date <strong>of</strong> the Review;<br />

The <strong>Education</strong> Development Partners (EDPs) will confirm their participation on receipt <strong>of</strong><br />

invitations by 15 th October 2012.<br />

The Workshop will be non­residential <strong>and</strong> the proposed venue should be located within<br />

Kampala for purposes <strong>of</strong> proximity.<br />

4.0 Targeted Participants<br />

The participants who will appraise the performance <strong>of</strong> the <strong>Education</strong> <strong>and</strong> <strong>Sports</strong> sector<br />

during the period 1 st July 2011 to 30 th June 2012 will be drawn from:­<br />

· The <strong>Education</strong> Sector Consultative Committee (ESCC)<br />

· The <strong>Education</strong> Sector Budget Working Group (ESWG)<br />

· Monitoring <strong>and</strong> Evaluation Working Group (M&E WG)<br />

· Sector Policy <strong>and</strong> Management Working Group (SPM WG)<br />

· Departmental Working Groups<br />

· Line Ministries<br />

· Private sector<br />

· Civil Society Organizations<br />

A total <strong>of</strong> 350 participants will be invited.<br />

5.0 THE PROCESS<br />

The Review activities will involve fieldwork through a field visit exercise. The Monitors will be<br />

provided with a checklist to guide the exercise. The National Workshop will be conducted<br />

through presentation <strong>of</strong> papers <strong>and</strong> reports by technical resource persons drawn from different<br />

backgrounds. All deliberations will be conducted in plenary.<br />

5.1 Fieldwork<br />

The field visit exercise will be undertaken countrywide in selected districts, <strong>Education</strong> <strong>and</strong><br />

Training Institutions. The Terms <strong>of</strong> Reference will be developed.<br />

5.2 Workshop activities<br />

During the Workshop a number <strong>of</strong> activities shall be undertaken <strong>and</strong> these include:<br />

(a) Opening <strong>and</strong> closing remarks by Honorable Minister <strong>of</strong> <strong>Education</strong> <strong>and</strong> <strong>Sports</strong> (Hon. MES) <strong>and</strong><br />

the Coordinator <strong>Education</strong> Development Partners (EDP).<br />

(b)Presentation <strong>of</strong> the <strong>Education</strong> <strong>and</strong> <strong>Sports</strong> Annual Performance Report (ESSAPR) to inform the<br />

Workshop on the achievements <strong>of</strong> the sector during the FY 2011/12 as well as the<br />

constraints <strong>and</strong> challenges encountered. The Permanent Secretary, <strong>Ministry</strong> <strong>of</strong> <strong>Education</strong><br />

<strong>and</strong> <strong>Sports</strong> will present this report.<br />

(c) The Joint Positions Paper (JPP) on the achievements made on the Undertakings agreed during<br />

the 18 th ESSR will be circulated as an Information Paper. Future undertakings will be agreed<br />

upon in the Review workshop.<br />

(d)Presentation <strong>of</strong> the agreed positions drawn from the field visit report to provide first­h<strong>and</strong><br />

feedback that will guide <strong>and</strong> enrich the deliberations <strong>of</strong> the Workshop.<br />
