Constraints/Challenges<br />
(i) Lack <strong>of</strong> dedicated/specialized personnel for guidance <strong>and</strong> counseling at school level.<br />
(ii) Insufficient funds to cover the placement exercise <strong>and</strong> all other departmental activities<br />
(iii) Lack <strong>of</strong> structures at the district <strong>and</strong> most schools to facilitate effective implementation <strong>of</strong><br />
guidance <strong>and</strong> counseling programmes.<br />
(iv) Lack <strong>of</strong> community awareness about guidance <strong>and</strong> counseling activities <strong>and</strong> the role it plays in<br />
shaping student destiny.<br />
4.5.3 Physical <strong>Education</strong> <strong>and</strong> <strong>Sports</strong><br />
Physical <strong>Education</strong>al <strong>and</strong> sports is a holistic integral part <strong>of</strong> education that contributes to long life<br />
education. It is indispensible component <strong>of</strong> education that enhances the three domains; including<br />
cognitive, affective <strong>and</strong> psychomotor faculties, that cannot develop through any other discipline. The<br />
set objectives for Physical <strong>Education</strong> <strong>and</strong> <strong>Sports</strong> were to; improve coordination, planning <strong>and</strong><br />
management <strong>of</strong> <strong>Sports</strong> in the country; improve in a sustainable manner the quality <strong>of</strong> Physical<br />
<strong>Education</strong> <strong>and</strong> <strong>Sports</strong> in the country; promote <strong>and</strong> sustain Ug<strong>and</strong>a’s participation in subregional <strong>and</strong><br />
international sporting events; <strong>and</strong>, promote <strong>and</strong> enhance all forms <strong>of</strong> sports.<br />
(a) Interventions Undertaken by the Subsector during FY 2011/12<br />
Box 4.15highlights the various interventions undertaken by the subsector in FY 2011/12 to enhance<br />
participation <strong>of</strong> learners at all levels.<br />
Box 4.15 Interventions undertaken for FY 2011/12<br />
(i) Teaching <strong>of</strong> Physical <strong>Education</strong> in secondary;<br />
(ii) Capacity building for PES personnel;<br />
(iii) Organization <strong>and</strong> participation in workshops, seminars locally <strong>and</strong> international;<br />
(iv) Organized <strong>and</strong> facilitated <strong>of</strong> <strong>Education</strong>al institutions national sports championships;<br />
(v) Facilitation <strong>of</strong> national teams for international engagement;<br />
(vi) Contribution to international Organization;<br />
(vii) Facilitation <strong>of</strong> Ug<strong>and</strong>a Germany cooperation programme;<br />
(b) (viii) Established Progress <strong>and</strong> <strong>and</strong> launching Main thirty Achievements<br />
two (32) secondary schools as centres <strong>of</strong> sports excellence (sports schools);<br />
(ix) Participation in the MTN marathon by the MoES headquarters staff;<br />
(xiii) (x) <strong>Sports</strong> Teaching for Life <strong>of</strong> in Physical Karamoja (SLIK) <strong>Education</strong> project; in secondary schools.<br />
(xi) Initiated processes for development, <strong>and</strong> rehabilitation <strong>of</strong> sports facilities;<br />
(xii) Contribution to autonomous body (NCS) quarterly subventions.<br />
During the period under review the subsector enhanced <strong>and</strong> tracked the implementation <strong>of</strong> teaching<br />
<strong>of</strong> physical education in secondary schools as a core subject, made the following achievements.<br />
Oriented additional 200 secondary school teachers in both government <strong>and</strong> private schools;<br />
200 headteachers <strong>and</strong> 20 staff from DEO’s <strong>of</strong>ficers were sensitized on the value <strong>of</strong> physical<br />
education, <strong>and</strong> urged to ensure provisions for PES on school budget;<br />
Organized symposium for Physical <strong>Education</strong> Teacher Training Universities in which the<br />
implementation strategies to enhance the training <strong>of</strong> P.E teachers was discussed , launched the<br />
ESSAPR FY 2011/12 to inform the 19 th ESSR – OCTOBER 2012
