7.0 INSTITUTIONAL ARRANGEMENTS FOR COORDINATION OF ESSR PROCESS<br />
There will be a TaskOriented Preparatory Committee <strong>and</strong> an ESSR<br />
Secretariat both led by Commissioner <strong>Education</strong> Planning <strong>and</strong> Policy Analysis (C/EPPA).<br />
Membership <strong>of</strong> the committee will be drawn from EDPs <strong>and</strong> MoES. There will be a minimum <strong>of</strong><br />
such two meeting per month. Among others, the committee will undertake the following tasks;<br />
· Overall Coordination, Management <strong>and</strong> Administration <strong>of</strong> the ESSR process. A matrix <strong>of</strong><br />
actions leading to the Review will guide the management process.<br />
· Writing the annual <strong>Education</strong> <strong>and</strong> <strong>Sports</strong> Sector Performance Report (ESSAPR)<br />
· Writing the Joint Position Paper (JPP)<br />
· Capturing the proceedings <strong>of</strong> the Workshop<br />
· Writing <strong>of</strong> the Aide Memoire<br />
· Capturing the proceedings <strong>of</strong> the Workshop<br />
· Managing activities <strong>of</strong> the Press<br />
8.0 DOCUMENTS FOR THE OCTOBER 2012 REVIEW:<br />
1. <strong>Education</strong> Sector Annual Performance Review Report (ESSAPR) for FY 2011/12;<br />
2. Joint Position Paper (JPP) on Critical <strong>and</strong> Process Undertakings for November 2011 ESSR;<br />
3. Agreed positions <strong>and</strong> recommendations from the field visit exercise on <strong>Education</strong> <strong>and</strong> <strong>Sports</strong><br />
Sector;<br />
4. A paper on strategies to improve pr<strong>of</strong>iciency in numeracy <strong>and</strong> literacy at primary level;<br />
5. A paper on strategies to improve the performance in Physics, Mathematics, Chemistry <strong>and</strong><br />
biology at secondary level;<br />
6. A paper on priority areas in the BTVET Strategic Plan to be focused upon;<br />
7. A paper on developing a skilled <strong>and</strong> capable workforce at tertiary level required for<br />
economic growth in Ug<strong>and</strong>a;<br />
8. A paper on strategies to enhance the teaching <strong>of</strong> Physical <strong>Education</strong> <strong>and</strong> participation in<br />
sports at all levels <strong>of</strong> education.<br />
