The meeting suggested to strengthened Human Resource Division <strong>and</strong> Guidance & Counseling<br />

department to deal with issues <strong>of</strong> confidentiality at workplace. The meeting was informed that<br />

National Council for Children has planned to collaborate with the <strong>Ministry</strong> <strong>of</strong> <strong>Education</strong> <strong>and</strong> <strong>Sports</strong> to<br />

address issues <strong>of</strong> Stigma <strong>and</strong> Discrimination <strong>of</strong> Children living with HIV/AIDS in schools through;<br />

campaign against Stigma <strong>and</strong> Discrimination on Radios, TV, among others.<br />

(ii) Dissemination <strong>and</strong> distribution <strong>of</strong> MoES HIV/AIDS 2011/2015 Strategic Plan<br />

The <strong>Ministry</strong> <strong>of</strong> <strong>Education</strong> <strong>and</strong> <strong>Sports</strong> HIV/AIDS Unit team distributed 200 copies <strong>of</strong> the <strong>Education</strong><br />

<strong>and</strong> <strong>Sports</strong> Sector HIV/AIDS Prevention Strategic Plans to eight districts .The materials were given to<br />

HIV/AIDS NGOs operating in schools, District Inspector <strong>of</strong> Schools, District <strong>Education</strong> <strong>of</strong>ficers,<br />

Municipal <strong>Education</strong> Officers <strong>and</strong> Community Development Officers <strong>of</strong> the following districts;<br />

Moroto, Kotido, Kaboong, Katakwi, Yumbe, Oyam, Mubende <strong>and</strong> Kanugu. They were briefed to align<br />

their activities to the MoES HIV/AIDS Strategic Plan.<br />

(iii) Condom distribution <strong>and</strong> condom education to Universities <strong>and</strong> Sub­Sectors<br />

The <strong>Ministry</strong> <strong>of</strong> <strong>Education</strong> <strong>and</strong> <strong>Sports</strong> HIV/AIDS Unit with support from UNICEF conducted condom<br />

<strong>Education</strong> at Nkozi University, Makerere University <strong>and</strong> Nkumba University. The HIV/AIDS Unit<br />

invited facilitators from NGO’s who provided a brief on condom <strong>Education</strong> to students in their<br />

faculties. After a brief condom education, the HIV/AIDS Unit distributed <strong>and</strong> h<strong>and</strong>led over 6 cartons<br />

<strong>of</strong> condom boxes to the HIV/AIDS focal point <strong>of</strong>ficer <strong>of</strong> the Universities. Makerere University took (2)<br />

cartons containing (14000) condoms, Nkozi University (2) cartons containing (14000) condoms <strong>and</strong><br />

Nkumba University (2) cartons containing (14000) condoms. Total <strong>of</strong> 8 cartons condoms were<br />

collected from the <strong>Ministry</strong> <strong>of</strong> Health. The remaining carton containing (7200) condoms was<br />

distributed to MoES, NCDC, <strong>and</strong> Directorate <strong>of</strong> <strong>Education</strong> St<strong>and</strong>ards, .The distribution exercise is still<br />

on going<br />

Development <strong>of</strong> Sexual <strong>and</strong> Reproductive Health Indicators to be integrated in the <strong>Education</strong><br />

Management Information System (EMIS)<br />

Through support <strong>of</strong> UNFPA the HIV/AIDS Unit convened a meeting to generate indicators to track<br />

performance <strong>of</strong> the Health Policy in educational institutions. The indicators were generated based on<br />

the stated policy objectives in the draft school health policy. The desired outcome <strong>of</strong> the objectives<br />

confirm to the view that a child’s ability to learn is directly related to the synergistic effects <strong>of</strong> good<br />

health, safety, good nutrition, appropriate education <strong>and</strong> learning environment. Good health is<br />

essential for quality education <strong>and</strong> vice­versa. Therefore the generated objectives will give track <strong>of</strong><br />

school health. The developed indicators will then be integrated in the <strong>Education</strong> Information<br />

Management Information System (EMIS).<br />

HIV Policy development, monitoring <strong>and</strong> implementation<br />

In FY 2011/12 SPEAR, in collaboration with <strong>Ministry</strong> <strong>of</strong> <strong>Education</strong> <strong>and</strong> <strong>Sports</strong>, continued to provide<br />

support to the roll out <strong>of</strong> <strong>Education</strong> Sector HIV <strong>and</strong> AIDS Workplace Policy. Several activities were<br />

undertaken that include:­<br />
