from the Commission held meetings with Chief Administrative Officers, District <strong>Education</strong> Officers<br />

<strong>and</strong> District Service Commission members.<br />

Outcomes/Results<br />

In the period under review the following outcomes were realized:<br />

Improved access to education;<br />

Improved learning <strong>and</strong> efficiency through increased supply <strong>of</strong> teaching personnel;<br />

Increased morale among promoted primary school teachers due to better remuneration after<br />

promotion.<br />

Constraints <strong>and</strong> challenges:‐<br />

The major constraints <strong>and</strong> challenges were;<br />

1. Lack <strong>of</strong> adequate <strong>of</strong>fice space.<br />

2. Lack <strong>of</strong> qualified personnel for some post especially science teachers.<br />

3. Delays in declaration <strong>of</strong> vacancies.<br />

4. Lack <strong>of</strong> funds to fully implement the Scheme <strong>of</strong> Service. Partial implementation creates<br />

distortions to achieving the desired objectives.<br />

4.5.9 School Inspection ‐ QUALITY OF EDUCATION<br />

The objectives <strong>of</strong> DES during the reporting period were to ensure quality teaching <strong>and</strong> learning<br />

through inspection <strong>of</strong> education institutions at all levels <strong>of</strong> education <strong>and</strong> investigations into critical<br />

matters that are reported on; development <strong>and</strong> refining learning competencies; development <strong>of</strong> basic<br />

requirements for effective teaching <strong>of</strong> sciences in Secondary Schools <strong>and</strong> health training institutions,<br />

<strong>and</strong> development <strong>of</strong> quality indicators for supervision <strong>of</strong> Board <strong>of</strong> Governors for secondary schools;<br />

build capacity <strong>of</strong> all school inspectors, head teachers <strong>and</strong> teachers in support supervision skills; <strong>and</strong>,<br />

evaluate key education sector Programmes. The subsector set to undertake interventions indicated in<br />

Box 4.21.<br />

Box 4.21 Interventions for School Inspection<br />

(i) Inspect 2,662 secondary schools, 30 Teacher Training schools, 600 BTVET institutions, 20 ECD centers,<br />

<strong>and</strong> 150 preprimary<br />

(ii) Carry out follow up inspection on 500 schools identified having weaknesses or critical issues that<br />

need to be urgently addressed<br />

(iii) Inspection <strong>of</strong> licensing <strong>and</strong> registration <strong>of</strong> private 200 secondary schools <strong>and</strong> institutions<br />

4.5.9.1 PRE‐PRIMARY AND PRIMARY EDUCATION<br />

Under the pre primary <strong>and</strong> primary education subsector there were intervention that the subsector<br />

agreed to achieve as indicated in Box 4.22 below<br />
