4.5 CROSS CUTTING ISSUES<br />
Cross cutting issues represent special concerns <strong>and</strong> minority group interest which if not addressed are<br />
capable <strong>of</strong> undermining the gains made by the sector <strong>and</strong> their long term sustainability. These<br />
concerns include Special Needs <strong>Education</strong>, Guidance <strong>and</strong> Counselling, HIV/AIDS, Gender,<br />
Environment, Physical <strong>Education</strong> <strong>and</strong> <strong>Sports</strong>; School Inspection, Teacher <strong>and</strong> Instructor <strong>Education</strong><br />
<strong>and</strong> Training <strong>and</strong> ICT.<br />
4.5.1 Special Needs <strong>Education</strong> (SNE)<br />
During the period under review the Special Needs subsector continued to increase equitable access to<br />
quality education among children with special needs (i.e. Children in nonformal education centers <strong>and</strong><br />
those with disabilities).The objectives that the subsector set out to achieve include among others to<br />
encourage children with Special Needs to stay in school; support learners in their education<br />
placements through the provision <strong>of</strong> instructional materials; formulate strategies for mainstreaming,<br />
sustaining <strong>and</strong> maintaining the delivery <strong>of</strong> <strong>Education</strong> in the six NonFormal education Programmes;<br />
finalize <strong>and</strong> operationalize the policy on basic education for the disadvantaged children; ncrease<br />
stakeholders’ participation <strong>and</strong> awareness on the provisioin <strong>of</strong> SNE in the education sector; <strong>and</strong>,<br />
improve Pupil Teacher interaction in special needs education institutions. See box 4.13 for<br />
interrventions under Special Needs <strong>Education</strong>.<br />

(i) Pay subvention grants for learners;<br />
(ii) Offered scholarships for Needy students;<br />
(iii) Develop the SNE <strong>and</strong> NFE policy approved by Top Management;<br />
(iv) Paid Capitation grants to maintain NFE teachers <strong>and</strong> instructors per term in 6 PTCs;<br />
(v) Train 1,500 NFE teachers in NFE methodologies in 6 PTCs;<br />
(vi) Held Annual Consultative Forum for persons with disabilities <strong>and</strong> other targeted stakeholders;<br />
(vii) Monitor <strong>and</strong> support supervise institutions in SNE activities in selected districts; <strong>and</strong>,<br />
(viii)Facilitate functional assessment training for teachers.<br />

Pay Subvention grants for learners;<br />
In order to increase access <strong>and</strong> equity for learners with Special Needs, the subsector paid subvention<br />
grants for a total <strong>of</strong> 3,276 learners/pupils in 150 Special Needs <strong>Education</strong> Schools in the period under<br />
review.<br />
(ii)<br />
Offered scholarships for Needy students;<br />
In FY 2011/12, the programme <strong>of</strong>fered scholarships for a total <strong>of</strong> two (02) needy students in order to<br />
increase access for students with special needs.<br />
(iii) Develop the SNE <strong>and</strong> NFE policy approved by Top Management;<br />
During the period under review the subsector developed the Special Needs <strong>Education</strong> (SNE) policy<br />
<strong>and</strong> NonFormal <strong>Education</strong> (NFE) policy <strong>and</strong> approved by Top Management to improve quality <strong>of</strong><br />
SNE education.<br />
