With support from Chinese government renovated <strong>and</strong> refurbished M<strong>and</strong>ela National<br />

Initiated rehabilitation process <strong>of</strong> six (6) regional stadium all over the country;<br />

Initiated the process <strong>of</strong> construction <strong>of</strong> National High Altitude Training centre (NHATC) at<br />

Teryet in Kapchorwa District.<br />

Contributed to semi­autonomous body (NCS) quarterly subventions:<br />

The sub­sector, during the period under review, all the four (4) quarterly subventions to National<br />

Council <strong>of</strong> <strong>Sports</strong> amounting to 1,624,000,000 (one billion six twenty four million shilling only) were<br />

remitted.<br />

Outcomes/Results<br />

In the period under review the following outcomes were realized:<br />

The introduction <strong>of</strong> Kids Athletics has empowered the districts to tap sports among young<br />

athletes at primary school level.<br />

Gradually stakeholders are beginning to appreciate values <strong>of</strong> PES after sensitization on its<br />

importance;<br />

Non­Optional teaching <strong>of</strong> PES at secondary school gradually being embraced by learners <strong>and</strong><br />

schools because <strong>of</strong> the associated benefits;<br />

The level <strong>of</strong> performance at international competition has improved; rugby, netball, athletics,<br />

cricket, football, badminton <strong>and</strong> swimming are most prominent;<br />

PES tutors/ lecturers, coaches, <strong>and</strong> referees underwent capacity building training that helped<br />

them to improve their competences;<br />

PES as widen the scope <strong>of</strong> pr<strong>of</strong>essionalism <strong>and</strong> hence employment opportunities.<br />

Constraints <strong>and</strong> Challenges.<br />

The PES sub­sector faces the following constraints:­<br />

Inadequate resources allocation to PES department, compounded by insufficient releases has<br />

hampered the implementation <strong>of</strong> the programmes which are contained in the PES policy;;<br />

Inadequate competent PES teachers at all levels <strong>of</strong> education. The Sector plans to among<br />

others, hire consultancy services <strong>and</strong> negotiate partnerships with teacher training institutions<br />

for re­tooling <strong>of</strong> teachers to teach Physical <strong>Education</strong>, operationalize <strong>Sports</strong> School centres <strong>of</strong><br />

excellence, rehabilitate regional stadia,<br />

Funding constraints to establish NHATC <strong>and</strong> new Akii Bua stadium <strong>and</strong> develop the PES<br />

curriculum.<br />

Over 50% <strong>of</strong> every PES quarterly release services the NCS, the limited funds remaining to the<br />

department is inadequate for implementation <strong>of</strong> planned activities by department.<br />

General Lack <strong>of</strong> Knowledge <strong>and</strong> value <strong>of</strong> PES by most stakeholders including staff at MoES<br />

Head Quarters, Districts <strong>and</strong> school level thus marginalization <strong>of</strong> implementation <strong>of</strong> teaching<br />

PE at schools.<br />

Provisions for implementation <strong>of</strong> PE at school levels are still lacking. i.e: There is:­<br />

ESSAPR FY 2011/12 to inform the 19 th ESSR – OCTOBER 2012
