It relies upon greaterparticipation at all levels and profound changes in the relationshipbetween state and society, with implications <strong>for</strong> the ways in whichknowledge is created, acquired and shared.In 1977, the Mar del Plata Conference underscored theimportance of water resources management as a global issue; onethat required the capacities of engineers, economists andenvironmentalists. Since then, the circle of stakeholders has grownsteadily, spanning the natural and social sciences. Since UNCED,economic expansion, demographics and climate instability haveraised water resource development and management to the statusof a global social, economic and environmental issue. Rio was butone in a series of major international United Nations (UN)conferences spanning the 1990s which, working along the samelines, reaffirmed that <strong>people</strong> are at the centre of development, witheducation playing a determining role in alleviating poverty andbuilding a more sustainable future. A clear understanding hasemerged that knowledge is critical to achieving the goals of globalsecurity, poverty alleviation and water resource stewardshipexpressed in Agenda 21 (see box 14.1).In the words of <strong>for</strong>mer World Bank Vice President Joseph Stiglitz:Today, we recognize that knowledge is not only a publicgood, but a global or international good. We have alsocome to recognize that knowledge is central tosuccessful development. The international community …has a collective responsibility <strong>for</strong> the creation anddissemination of one global public good – knowledge <strong>for</strong>development (World Bank, 1998).Ensuring basic education, creating opportunities <strong>for</strong> lifelong learningand supporting tertiary education, especially in science andengineering, is one of the critical steps that must be taken tonarrow knowledge gaps.Education: The Base of theKnowledge PyramidEducation – whether in the <strong>for</strong>mal school setting, through acommunity-led initiative or in the context of an adult literacy class –is a fundamental pillar of human rights and a key to achievingsustainable development. It plays a critical role in empoweringindividuals with the knowledge and skills to reflect, make choicesand enjoy a better life – in short, to become agents of change.Every UN Conference in the 1990s, whether focusing onchildren, social development, women, cities, environment, science,human rights or population, made significant recommendationsBox 14.1: Pointers from the 1992 Earth SummitUNCED’s Agenda 21 called <strong>for</strong> national comprehensivepolicies <strong>for</strong> water resources management that wereholistic, integrated and environmentally sound. It advisedthat improved water use policies and legal frameworksshould embrace human health, service coverage, food,disaster mitigation and environmental protection.Chapter 18 of Agenda 21 dealing with freshwaterresources pointed to several objectives and activitiesaiming to ensure the knowledge base. The importance ofthe following elements was particularly emphasized:■ inventory of water resources;■ dissemination of operational guidelines, and education <strong>for</strong>water users;■ development of interactive databases;■ public awareness-raising educational programmes;■ use of GIS and expert systems;■ training of water managers at all levels;■ strengthening training capacities in developing countries;■ training of professionals, and improving career structures;■ sharing of appropriate knowledge and technology,including knowledge needed to extract the bestper<strong>for</strong>mance from the existing investment system; and■ establishing or strengthening research and developmentprogrammes.
