Cost recovery index. Pricingof services and financial autonomy ofwater works budgets.GOVERNANCE • Decentralization, involvement of public inwater policy decisions, transparency,allocation of roles, openness to civil society,mobilization of know-how, sharing ofknowledge, management system evaluation,public-private partnership (equity andefficiency).
