The history • 137The history of residential schools presented in this report commenced by placing<strong>the</strong> schools in <strong>the</strong> broader history of <strong>the</strong> global European colonization of Indigenouspeoples and <strong>the</strong>ir lands. Residential schooling was only a part of <strong>the</strong> colonizationof Aboriginal people. The policy of colonization suppressed Aboriginal culture andlanguages, disrupted Aboriginal government, destroyed Aboriginal economies, andconfined Aboriginal people to marginal and often unproductive land. When that policyresulted in hunger, disease, and poverty, <strong>the</strong> federal government failed to meet itsobligations to Aboriginal people. That policy was dedicated to eliminating Aboriginalpeoples as distinct political and cultural entities and must be described <strong>for</strong> what itwas: a policy of cultural genocide.Despite being subjected to aggressive assimilation policies <strong>for</strong> nearly 200 years,Aboriginal people have maintained <strong>the</strong>ir identity and <strong>the</strong>ir communities. They continueto assert <strong>the</strong>ir rights to self-governance. In this, <strong>the</strong>y are not alone. Like <strong>the</strong>Settlement Agreement in Canada, <strong>the</strong> United Nations Declaration on <strong>the</strong> Rights ofIndigenous Peoples is a milestone in a global campaign to recognize and respect <strong>the</strong>rights of Indigenous peoples. It is time to abandon <strong>the</strong> colonial policies of <strong>the</strong> past, toaddress <strong>the</strong> legacy of <strong>the</strong> schools, and to engage in a process of reconciliation with <strong>the</strong>Aboriginal people of Canada.
