Parents were to be notified of <strong>the</strong>inquiry and given <strong>the</strong> right to attend or have a representative attend <strong>the</strong> inquiry to make astatement. However, an inquiry was not to be delayed <strong>for</strong> more than seventy-two hours toaccommodate parents.
