Coopération <strong>de</strong> l’Algérie avec l’EspagneL’Algérie <strong>et</strong> l’Espagne sont liées par un traité d’amitié, <strong>de</strong> bon voisinage <strong>et</strong> <strong>de</strong> coopération, <strong>de</strong>puis2002. L’Espagne est le troisième client <strong>et</strong> le sixième fournisseur <strong>de</strong> l’Algérie. Le volume <strong><strong>de</strong>s</strong>échanges entre les <strong>de</strong>ux pays a dépassé les 5,5 milliards <strong>de</strong> dollars, en 2006. Le partenariat inclut ledomaine <strong>de</strong> la défense, <strong><strong>de</strong>s</strong> échanges économiques <strong>et</strong> commerciaux, un dialogue politique <strong>et</strong> culturel,<strong><strong>de</strong>s</strong> échanges entre les différentes institutions <strong><strong>de</strong>s</strong> <strong>de</strong>ux pays <strong>et</strong> <strong><strong>de</strong>s</strong> proj<strong>et</strong>s spécifiques, tel le proj<strong>et</strong>Medgaz dans lequel le gouvernement espagnol est très engagé <strong>et</strong> qui a requis un investissement <strong>de</strong>près <strong>de</strong> 600 millions <strong>de</strong> dollars ou le proj<strong>et</strong> intégré <strong>de</strong> Gassi Touil, dont l’investissement dépasse les1,6 milliards d’euros. Il s’agit aussi <strong>de</strong> l’exécution <strong>de</strong> l’accord <strong>de</strong> conversion <strong>de</strong> la <strong>de</strong>tte eninvestissements, signé entre l’Algérie <strong>et</strong> l’Espagne, portant sur un montant <strong>de</strong> 40 millions d’euros enrelevant le taux <strong>de</strong> conversion <strong>de</strong> la <strong>de</strong>tte en investissements <strong>de</strong> 10 à 30%.Lors <strong>de</strong> la visite d’État <strong>de</strong> trois jours, effectuée par le roi d’Espagne en Algérie, en mai 2007, six<strong>accords</strong> <strong>de</strong> coopération ont été signés par les responsables <strong><strong>de</strong>s</strong> <strong>de</strong>ux pays. Ces <strong>accords</strong> portent, entreautres, sur le <strong>transport</strong> aérien, la coopération parlementaire, maritime <strong>et</strong> un mémorandum d’ententedans le domaine financier.L’Algérie <strong>et</strong> l’Espagne intensifient <strong>de</strong> plus en plus leurs liens économiques bilatéraux ce qui, ensomme, contribue efficacement à sortir leurs relations du seul intérêt <strong>de</strong> la coopération énergétique,déjà forte <strong><strong>de</strong>s</strong> proj<strong>et</strong>s Medgaz, <strong>de</strong> l’interconnexion électrique, <strong><strong>de</strong>s</strong> énergies renouvelables <strong>et</strong> autresproj<strong>et</strong>s, pour aller vers un partenariat renforcé, certes, dans ce domaine stratégique mais aussi élargià d’autres secteurs tout aussi importants à la fois industriels <strong>et</strong> agricoles.Le proj<strong>et</strong> <strong>de</strong> l’usine Ammoniac 3 d’Arzew (les usines 1 <strong>et</strong> 2 ont été mises en marche respectivementen 1970 <strong>et</strong> en 1981), lancé par le roi Juan Carlos 1 er <strong>et</strong> le prési<strong>de</strong>nt Bouteflika, se veut, au sein ducomplexe Fertial, l’illustration <strong>de</strong> la volonté espagnole <strong>de</strong> marquer <strong>de</strong> plus en plus efficacement saprésence sur l’attractif marché algérien. Près <strong>de</strong> 117 millions <strong>de</strong> dollars ont été investis par le groupeespagnol Vilar Mir dans ce nouveau proj<strong>et</strong> perm<strong>et</strong>tant une augmentation du capital <strong>de</strong> Fertial, bienassis dans la zone industrielle <strong>de</strong> la capitale <strong>de</strong> l’ouest algérien, ainsi que pour la mo<strong>de</strong>rnisation <strong><strong>de</strong>s</strong>56Accords <strong>de</strong> <strong>transport</strong><strong>et</strong> <strong>de</strong> coopération euromaghrébins
installations existantes sur place. Outre le complexe d’ammoniac en construction -la plus importanteinfrastructure du genre à l’échelle mondiale avec 1,5 millions <strong>de</strong> tonnes/an <strong>de</strong> produits à usagesagricoles notamment-, ce groupe est aussi présent en Algérie dans le créneau du <strong><strong>de</strong>s</strong>salement <strong>de</strong>l’eau <strong>de</strong> mer (stations <strong>de</strong> Cap Djin<strong>et</strong> <strong>et</strong> <strong>de</strong> Mostaganem).Les investissements espagnols en Algérie totalisent 950 millions <strong>de</strong> dollars <strong>et</strong> ce, dans une douzaine<strong>de</strong> proj<strong>et</strong>s, à leur tête l’usine d’ammoniac proj<strong>et</strong>ée pour un montant <strong>de</strong> 750 millions <strong>de</strong> dollars. Lenombre <strong><strong>de</strong>s</strong> entreprises espagnoles présentes en Algérie, avoisine la centaine, <strong>et</strong> <strong>de</strong>vra être doublédans <strong><strong>de</strong>s</strong> délais raisonnables.Au-<strong>de</strong>là du secteur <strong>de</strong> l’énergie, <strong>de</strong> nombreux domaines <strong>de</strong> coopération existent entre les <strong>de</strong>ux pays.La coopération algéro-espagnole a permis d’élaborer, en 2005, un document <strong>de</strong> stratégie pourl´Algérie sur la pério<strong>de</strong> 2005-2008. L´objectif <strong>de</strong> ce document est l´appui aux réformeséconomiques, sociales <strong>et</strong> institutionnelles dans le but <strong>de</strong> réduire les niveaux <strong>de</strong> pauvr<strong>et</strong>é, notammentdans le nord du pays <strong>et</strong> d’appuyer les secteurs où le programme du gouvernement algérien semblemoins prononcé. La coopération espagnole se concentre sur le renforcement <strong><strong>de</strong>s</strong> capacités publiques<strong>et</strong> privées, à travers la formation <strong>et</strong> l´assistance technique, dans les secteurs où l´Espagne est enmesure d´offrir <strong><strong>de</strong>s</strong> avantages comparatifs clairs. Ces secteurs sont, la gouvernance démocratique, laparticipation <strong><strong>de</strong>s</strong> citoyens <strong>et</strong> le développement institutionnel, la promotion du tissu économique <strong>et</strong><strong><strong>de</strong>s</strong> entreprises, l’environnement, la culture <strong>et</strong> le développement.
