<strong>ITALY</strong> - 4 Wastewater<br />

C4.3.3.2. Monitoring. Monitoring of categorical industrial dischargers (including both<br />

sampling and analysis) will be accomplished quarterly and will include all parameters that are<br />

specified in the paragraph of this Chapter dealing with industrial dischargers. Monitoring of<br />

industrial discharges from electroplating operations using cadmium and metal degreasing shall<br />

be accomplished as follows:<br />

C4.3.3.2.1. Electroplating. Daily sampling and monitoring for cadmium and<br />

measurement of the total volume of wastewater discharged and raw cadmium used in the<br />

process. Monitoring of all other parameters (including both sampling and analysis) will be<br />

accomplished quarterly.<br />

C4.3.3.2.2. Metal Degreasing. Daily sampling and monitoring for the chlorinated<br />

solvents listed in C4.3.3.1.11.<br />

C4.3.3.2.3. Samples should be collected at the point of discharge prior to any<br />

mixing with the receiving water. Sampling for total toxic organics (TTO) may not be required if<br />

the commanding officer determines that no discharge of concentrated toxic organics into the<br />

wastewater has occurred and the facility has implemented a TTO management plan (see Table<br />

4.2-b, “Monitoring Requirements.”)<br />

C4.3.4. Storm Water Management. Storm water conveyed to a separate sewer system can<br />

be discharged to soil or shallow subsoil (e.g., dry well) subject to restrictions in C4.3.1.6. The<br />

discharge of storm water directly into groundwater is prohibited.<br />

C4.3.4.1. Plans. Develop and implement storm water pollution prevention (P2) plans<br />

(SWPPP) for activities listed in Table 4.7, “Best Management Practices,” and if applicable Table<br />

4.8 (for Tuscany). Update the SWPPP annually using in-house resources.<br />

C4.3.4.2. Tuscany Region<br />

C4.3.4.2.1. Storm water discharge shall be permitted by Italian authorities. All<br />

permits shall be obtained through the Italian Base Commander.<br />

C4.3.4.2.2. The water from first flush shall be collected and treated separately<br />

whenever the risk of runoff from areas containing hazardous materials is present.<br />

C4.3.4.2.3. Activities listed in Table 4.8 shall apply for a permit by submitting the<br />

SWPPP when requesting a new and/or renewed wastewater discharge permit. Activities not<br />

listed in Table 4.8, if already permitted to discharge other wastewater, shall request a permit for<br />

storm water discharge when renewing the wastewater permit.<br />

C4.3.4.3. Veneto Region<br />

C4.3.4.3.1. Storm water discharges deriving from installations listed in Table 4.9,<br />

and where the following occur, are considered potential sources of pollution:<br />
