<strong>ITALY</strong> - 7 Solid Waste<br />

C7.2.47. WSA Manager. A person on the installation with the operational responsibility<br />

for receiving, storing, inspecting, and generally managing the installation's WSA.<br />

C7.3. CRITERIA<br />

C7.3.1. Waste Classification. Waste generating activities will classify their waste streams<br />

using the USEUCOM Waste List. Laboratory analysis shall be used to identify the chemical<br />

constituents of unknown wastes.<br />

C7.3.1.1. Waste Analysis Plan. The TWSA/WSA manager, in conjunction with the<br />

installation(s) served, will develop a plan to determine how and when wastes are to be analyzed.<br />

The waste analysis plan will also include procedures for characterization and verification testing<br />

of unknown wastes. The plan should include: parameters for testing and rationale for choosing<br />

them, frequency of analysis, test methods, and sampling methods. In addition, waste analyses<br />

shall be performed prior to transferring waste to recycling/disposal facilities (at the first shipment<br />

and then at least annually and when the waste generating process changes significantly).<br />

C7.3.1.2. Waste generators shall keep a Waste Loading and Unloading Register which<br />

each waste loading and unloading operation shall be registered with the proper unique waste<br />

identification codes from the USEUCOM Waste List. In addition the waste generator shall<br />

complete the annual waste report (MUD); see C7.3.4.3.<br />

C7.3.2. Transportation Criteria<br />

C7.3.2.1. Waste transporters shall be registered in Italy and vehicles shall be<br />

appropriately licensed.<br />

C7.3.3. Manifesting Criteria. All waste (urban and special waste, whether hazardous or<br />

non- hazardous) leaving the installation will be accompanied by the waste manifest to ensure a<br />

complete audit trail from point of origin to ultimate disposal. (Note: urban waste removed by the<br />

Municipal authority with its own vehicles does not have to be manifested.)<br />

C7.3.3.1. The manifest shall include the following information:<br />

C7.3.3.1.1. Name, address, and Unique Identification Number of the generator of<br />

C7.3.3.1.2. Name, address, and financial code of the waste transporter<br />

C7.3.3.1.3. Origin, waste code, and quantity of waste<br />

C7.3.3.1.4. Disposal or recovery code to be used (see Appendices B.2 and B.3)<br />

C7.3.3.1.5. Name of disposal facility<br />

C7.3.3.1.6. Date and route to the disposal and/or treatment facility<br />

C7.3.3.1.7. Transport vehicle license plate number and driver’s name<br />
