<strong>ITALY</strong> - 7 Solid Waste<br />

housing units. Food waste from restaurants, military dining halls, Exchanges, or any other public<br />

activity is classified as special non-hazardous waste, unless Municipalities classify such special<br />

waste as urban waste (see Commercial Urban Waste).<br />

C7.2.11. Hazardous Waste. Any waste identified as hazardous in the USEUCOM Waste<br />

List or presenting 1 or more hazardous properties and containing constituents in concentrations<br />

at or above the thresholds listed in Appendix B.1. Refer to Chapter 6, “Hazardous Waste.”<br />

C7.2.12. Hazardous Waste Generation. Any act or process that produces hazardous urban<br />

or special waste as defined in this document.<br />

C7.2.13. Inert Waste. A sub-category of special or urban waste that does not undergo any<br />

significant physical, chemical or biological transformations. Inert waste will not dissolve, burn or<br />

otherwise physically or chemically react, biodegrade or adversely affect other matter with which<br />

it comes into contact in a way likely to give rise to environmental pollution or harm human<br />

health. The total leachability and pollutant content of the waste and the ecotoxicity of the<br />

leachate shall be insignificant, and in particular not endanger the quality of surface water and/or<br />

groundwater.<br />

C7.2.14. Landfill. Disposal site for the deposit of the waste onto or into land (i.e.,<br />

underground), including:<br />

C7.2.14.1. Internal waste disposal sites (i.e., a landfill where a generator of waste is<br />

carrying out its own waste disposal at the place of production); and<br />

C7.2.14.2. Permanent sites (i.e. operating longer than one year) which are not used for<br />

temporary storage of waste,<br />

but excluding:<br />

C7.2.14.3. Facilities where waste is unloaded in preparation for further transport for<br />

recovery, treatment or disposal elsewhere; and<br />

C7.2.14.4. Storage of waste prior to recovery or treatment for a period < three years as a<br />

general rule; or<br />

C7.2.14.5. Storage of waste prior to disposal for a period < one year.<br />

C7.2.15. Landfill for Inert Waste. Landfill specifically designed to accept only inert waste.<br />

C7.2.16. Landfill for Non-hazardous and Non-reactive Hazardous Waste. Landfill<br />

specifically designed to accept non-hazardous waste (including waste containing mineral fibers;<br />

waste containing gypsum; waste with a dry-substance content not lower than 25%; waste whose<br />

leachate meets established standards) and stable, non-reactive hazardous waste whose leachate<br />

meets established standards and whose Total Organic Compounds concentration is lower than<br />

5%).<br />

C7.2.17. Landfill for Hazardous Waste. Landfill specifically designed to accept only<br />

hazardous waste (including hazardous waste with a dry-substance content not lower than 25%,<br />
