ASBESTOS<br />

This Chapter contains criteria to control and abate threats to human health and the environment<br />

from asbestos, and describes management of asbestos during removal and disposal. Policy<br />

requirements for a comprehensive Occupational Health and Safety program are not covered in<br />

this chapter. To protect personnel from asbestos exposure, refer to DoDI 6055.1, “DoD Safety<br />

and Occupational Health (SOH) Program,” and DoDI 6055.5, “Industrial Hygiene and<br />

Occupational Health,” and concomitant service instructions.<br />

C15.2. DEFINITIONS<br />

C15.2.1. Adequately Wet. Sufficiently mix or penetrate with liquid to prevent the release<br />

of particulates. If visible emissions coming from ACM are observed, then that material has not<br />

been adequately wetted. However, the absence of visible emissions is not sufficient evidence of<br />

being adequately wet.<br />

C15.2.2. Asbestos. Generic term used to describe six distinctive varieties of fibrous<br />

mineral silicates, including chrysotile, amosite, crocidolite, tremolite asbestos, anthophyllite<br />

asbestos, actinolite asbestos, and any other of these materials that have been chemically treated<br />

and/or altered.<br />

C15.2.3. Asbestos-Containing Material (ACM). Any material containing asbestos.<br />

C15.2.4. Friable Asbestos. Any material containing asbestos that, when dry, can be<br />

crumbled, pulverized, or reduced to powder by hand pressure.<br />

C15.2.5. Category I Nonfriable ACM. Means asbestos-containing packings, gaskets,<br />

resilient floor covering, and asphalt roofing products.<br />

C15.2.6. Category II Nonfriable ACM. Means any material, excluding Category I<br />

nonfriable ACM, containing asbestos that, when dry, cannot be crumbled, pulverized, or reduced<br />

to powder by hand pressure.<br />

C15.2.7. Regulated ACM. Means (a) Friable asbestos material, (b) Category I nonfriable<br />

ACM that has become friable, (c) Category I nonfriable ACM that will be or has been subjected<br />

to sanding grinding, cutting, or abrading, or (d) Category II nonfriable ACM that has a high<br />

probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces<br />

expected to act on the material in the course of demolition or renovation operations.<br />
