C14.3.3. Storage Prior to Disposal<br />

C14.3.3.1. PCBs and PCB items stored prior to disposal are classified as hazardous<br />

C14.3.3.2. Storage prior to disposal of PCBs and transformers containing PCB at<br />

concentrations of 25 ppm or greater requires a permit. Installations shall provide sufficient<br />

information to the Italian Base Commander to seek a permit (see Chapter 1 for the process).<br />

They will be stored in a facility that will assure the containment of PCBs, including:<br />

C14.3.3.2.1. Roofs and walls of storage buildings that exclude rainfall;<br />

C14.3.3.2.2. A containment berm, at least 15.24 cm (6 inches) high, sufficient to<br />

contain twice the internal volume of the largest PCB article or 25 % of the total internal volume<br />

of all PCB articles or containers stored, whichever is greater;<br />

C14.3.3.2.3. Drains, valves, floor drains, expansion joints, sewer lines, or other<br />

openings constructed to prevent any release from the bermed area;<br />

C14.3.3.2.4. Continuous, smooth, and impervious flooring material; and<br />

C14.3.3.2.5. To the maximum extent possible, a new PCB storage area will be<br />

located to minimize the risk of release due to seismic activity, floods, or other natural events.<br />

For facilities located where there is a high possibility of such risks, the installation spill<br />

prevention and control plan will address the risk. In addition PCBs and transformers containing<br />

PCB at concentrations of ≥ 25 ppm shall be segregated from any flammable materials.<br />

C14.3.3.3. Containers used for the storage of PCBs will be at least as secure as those<br />

required for their transport for disposal by DLA.<br />

C14.3.4. Disposal<br />

C14.3.4.1. PCB transformers shall be decontaminated or disposed of at the end of<br />

their effective lifetime.<br />

C14.3.4.2. Waste PCB and PCB items are classified as hazardous waste and shall be<br />

disposed of in accordance with the criteria in Chapter 6, “Hazardous Waste.” In addition the<br />

following disposal criteria apply:<br />

C14.3.4.3. For in-country disposal, the following PCB items shall be delivered to an<br />

Italian-permitted company for disposal via incineration (which must meet a 99.9% combustion<br />

efficiency):<br />

C14.3.4.3.1. PCB-contaminated dielectric fluid<br />

C14.3.4.3.2. Rags, soils, and other PCB-contaminated debris<br />
