<strong>ITALY</strong> - 6 Hazardous Waste<br />

C6.3.8.4.1.4. Reject shipments that do not match the accompanying waste<br />

descriptions unless the generator provides an accurate description<br />

C6.3.8.4.2. Installations shall notify the Italian Base Commander prior to<br />

operation of a WSA where a permit for storage does not already exist (see Chapter 1 for the<br />

process).<br />

C6.3.8.4.3. Hazardous special waste shall not be stored longer than one year in a<br />

C6.3.8.5. Requirements for TWSAs and WSAs<br />

C6.3.8.5.1. Location Standards. To the maximum extent possible, all TWSAs and<br />

WSAs will be located to minimize the risk of release due to seismic activity, floods, or other<br />

natural events. For facilities located where they may face such risks, the installation spill<br />

prevention and control plan must address the risk.<br />

C6.3.8.5.2. Design & Operation of TWSAs and WSAs. TWSAs and WSAs must<br />

be designed, constructed, maintained, and operated to minimize the possibility of a fire,<br />

explosion, or any unplanned release of HW or HW constituents to air, soil, groundwater or<br />

surface water that could threaten human health or the environment.<br />

C6.3.8.5.3. Security<br />

C6.3.8.5.3.1. General. The installation must prevent the unknowing entry, and<br />

minimize the possibility for unauthorized entry (of persons or livestock) onto the TWSAs and/or<br />

WSAs.<br />

C6.3.8.5.3.2. Security System Design. An acceptable security system for a<br />

TWSA and/or WSA consists of either:<br />

C6.3.8.5.3.2.1 A 24-hour surveillance system (e.g., television monitoring or<br />

surveillance by guards or other designated personnel) that continuously monitors and controls entry<br />

into the TWSA and/or WSA; or<br />

C6.3.8.5.3.2.2 An artificial or natural barrier (e.g., a fence in good repair or a<br />

fence combined with a cliff) that completely surrounds the TWSA and/or WSA, combined with a<br />

means to control entrance at all times (e.g., an attendant, television monitors, locked gate, or<br />

controlled roadway access).<br />

C6.3.8.5.3.3. Required Signs. A sign with the legend "Danger - Unauthorized<br />

Personnel Keep Out," must be posted at each entrance to the TWSA and/or WSA, and at other<br />

locations, in sufficient numbers to be seen from any approach to the TWSA and/or WSA. The<br />

legend must be written in English and in any other language predominant in the area surrounding<br />

the installation, and must be legible from a distance of at least 25 feet. Existing signs with a<br />

legend other than "Danger - Unauthorized Personnel Keep Out," may be used if the legend on the<br />

sign indicates that only authorized personnel are allowed to enter the TWSA and/or WSA, and<br />

that entry can be dangerous.<br />
