<strong>ITALY</strong> - 8 Medical Waste Management C8.3.4.2. The waste manifest shall be completed in quadruplet, all dated and signed by the waste generator and countersigned by the transporter. The waste generator shall retain one copy, and another copy must be returned by the transporter to the waste generator within three months of delivery of the waste to the disposal/treatment facility (or six months for out-ofcountry disposal). Installations shall notify the Italian Base Commander if the installation does not receive a copy of the manifest from the transporter within three months of the delivery of the waste for in-country disposal (or six months for out-of-country disposal). C8.3.4.3. Both copies of the waste manifest shall be kept on file for at least five years from the date of shipment. These copies shall be kept physically together with the waste loading and unloading register. C8.3.5. Record-Keeping Criteria C8.3.5.1. ID Number. Each generator will use the installation’s Unique Identification Number for all record-keeping, reports, and manifests for waste. For DoD internal tracking purposes, a separate unique identification number may also be used. C8.3.5.1.1. Each generator will use the USEUCOM Waste List to assign each waste a unique waste identification code. This unique waste identification code shall be used in all reporting, manifesting, and record-keeping. C8.3.5.2. MUD Report (Annual Waste Report). An annual declaration of the waste generated during the previous year shall be submitted to the Italian Base Commander (see Chapter 1 for the process). C8.3.5.3. Turn-In Documents. Turn-in documents [(e.g., waste manifests) and DD Form 1348-1A] must be maintained for five years. C8.3.5.4. Inspection Logs. Records of inspection logs shall be maintained for a period of five years. C8.3.5.5. Manifests. Manifests of incoming and outgoing special wastes, including medical waste, will be retained for a period of five years. Two signed copies of the waste manifest shall be retained together with the Loading and Unloading Register. C8.3.5.6. Waste Analysis/Characterization Records. Records of waste analysis/characterization shall be maintained for a period of five years. C8.3.5.7. Medical Waste Treatment Records. Installations shall maintain records (for at least five years after the date of disposal) of medical waste sterilization treatment, if any, including date of treatment and records of the sequential identification numbers of sterilized containers and of sterilization efficiency monitoring. <strong>ITALY</strong> - 8 Medical Waste Management C8.3.6. Criteria for Medical Waste C8.3.6.1. Infectious Medical Waste C8.3.6.1.1. Medical Waste Storage & Transportation Containers C8.3.6.1.1.1. Infectious medical waste will be segregated, transported, and stored in bags or receptacles a minimum of 3 mils thick having such durability, puncture resistance, and burst strength as to prevent rupture or leaks during ordinary use. C8.3.6.1.1.2. Sharps will only be discarded into rigid receptacles. Bags or receptacles (including rigid sharps containers) shall be placed inside a rigid puncture-resistant secondary container and hermetically sealed before being transported off site. The secondary container shall be cleaned and disinfected prior to any reuse. C8.3.6.1.1.3. Sterilized medical waste shall be segregated separately from urban waste, via proper non-returnable packaging of a distinctive color to distinguish it from other waste-containing packaging. C8.3.6.1.1.4. Infectious medical wastes classified under the USEUCOM Waste List with unique waste identification codes 18.01.03 and 18.02.02, shall be collected separately at the point of their generation. (See Table 8.1). C8.3.6.1.2. Marking of Storage Bags for Medical Waste C8.3.6.1.2.1. All bags or receptacles used to segregate, transport, or store infectious medical waste will be clearly marked with the universal biohazard and the word “BIOHAZARD/RISCHIO BIOLOGICO” and “INFECTIOUS MEDICAL WASTE/RIFIUTI SANITARI PERICOLOSI A RISCHIO INFETTIVO.” C8.3.6.1.2.2. Sharps containers shall be labeled with the words “SHARP AND PUNCTURING INFECTIOUS MEDICAL WASTE/RIFIUTI SANITARI PERICOLOSI A RISCHIO INFETTIVO TAGLIENTI E PUNGENTI.” C8.3.6.1.2.3. The bags or receptacles shall be shock-resistant, report the name of the medical facility of origin, the date of generation and be of a proper color in order to be distinguished from other wastes. C8.3.6.1.2.4. Containers of sterilized medical waste shall be labeled with the words “Rifiuti Sanitari Sterilizzati - Sterilized Medical Waste.” Containers of sterilized wastes shall also indicate the sterilization date. Containers shall be easily distinguishable from containers used for other types of waste by color. C8.3.6.1.3. Storage. Infectious medical waste (other than medical waste comparable to urban waste) will not be placed in chutes or dumbwaiters, and will be transported and stored to minimize human exposure, according to the following requirements: September 2012 Italy FGS 8-7 Revision 0
