<strong>ITALY</strong> - 6 Hazardous Waste<br />

can also be collected at the centers and sold on the open market, or disposed of as<br />

hazardous/non-hazardous waste, according to classification indicated in the USEUCOM Waste<br />

List. Vehicle repair facilities shall consign directly to a collection center registered with the<br />

National registry, or to an operator authorized to collect and transport waste, regarding the used<br />

pieces that are waste resulting from the repair of vehicles.<br />

C6.3.8.11.2. Scrap vehicle collection centers shall be permitted (in most cases,<br />

scrap vehicles are classified as hazardous waste and are therefore subject to the hazardous waste<br />

storage restrictions in the FGS). A DoD installation that intends to operate a scrap vehicle<br />

collection center shall provide the Italian Base Commander with sufficient information to seek a<br />

permit (see Chapter 1 for the process).<br />

C6.3.8.12. Criteria for Batteries<br />

C6.3.8.12.1. Lead Acid Batteries. Lead-acid batteries shall be managed as HW and<br />

shall be transferred (with other lead wastes) to the appropriate Italian mandatory consortium or<br />

authorized agent companies for the collection and recycling of used lead-acid batteries.<br />

C6.3.8.12.2. Mercury, Nickel-Cadmium, & Lithium Batteries. The following<br />

classifications of these batteries shall be turned over to authorized members of the consortium for<br />

hazardous batteries:<br />

C6.3.8.12.2.1. Mercury batteries or accumulators containing more than 0.0005%<br />

of mercury by weight (except for button batteries with a mercury level not greater than 2% of<br />

weight);<br />

C6.3.8.12.2.2. Portable batteries or accumulators including those incorporated<br />

into equipment, containing more than 0.0002% of cadmium by weight, except for batteries and<br />

accumulators intended for use in:<br />

C6.3.8.12.2.2.1 . Emergency systems and alarms, including emergency lights;<br />

C6.3.8.12.2.2.2 . Medical equipment; and<br />

C6.3.8.12.2.2.3 . Cordless electric utensils.<br />

C6.3.8.12.2.3. In addition, nickel-cadmium and lithium batteries shall be turned<br />

over to authorized members of the consortium for hazardous batteries. Installations will follow<br />

the appropriate manifesting and record-keeping criteria when transferring the waste batteries to<br />

the consortium.<br />

C6.3.8.13. Standards for the Management of Used Oil<br />

C6.3.8.13.1. Used Oil Burned for Energy Recovery. Used oil fuel generated<br />

directly by the installation may be burned for energy recovery only in the following devices<br />

located within the boundary of the installation. This activity requires a permit. Installations that<br />

intend to burn used oil generated at their installation for energy recovery shall provide the Italian<br />

Base Commander with sufficient information to seek the permit (see Chapter 1 for the process).<br />
