must be at least 72 hours with the temperature maintained at 55 C (131 F). A stabilization<br />

period of at least 7 days must follow the decomposition period.<br />

C7.3.6.6.8. The transportation of sludge shall be conducted with appropriate,<br />

dedicated vehicles and shall follow procedures to prevent risk to human health and the<br />

environment.<br />

C7.3.6.6.9. Classification & Use of Compost. Compost produced at a composting<br />

facility that is located on a DoD installation, and that processes sludge from a domestic<br />

wastewater treatment plant (see Chapter 4, “Wastewater”) must meet the parameter limits in<br />

Table 7.1 at the end of the composting process. The distribution and application of the compost<br />

should be based on the agronomic characteristics and the composition of the soil at the point of end<br />

use as indicated in Tables 7.1 and 7.2.<br />

C7.3.6.6.9.1. To be distributed for agricultural applications at the end of the<br />

composting process, the compost should have the characteristics listed in Table 7.3.<br />

C7.3.6.6.9.2. Compost which fails to meet the standards in Tables 7.1, 7.2,<br />

or 7.3 shall be disposed of either by landfilling or incineration.<br />

C7.3.6.7. Cooking Oils & Grease Waste. Cooking oils and grease waste generated by<br />

activities like installation exchanges, dining facilities, schools, hospitals, restaurants, and similar<br />

public services, shall be separated at the point of generation, placed in dedicated containers, and<br />

turned over to an Italian-permitted transporter for disposal. (Note: This criterion is not<br />

applicable to cooking oils and grease waste generated in households unless they are collected by<br />

the municipal service.)<br />

C7.3.7. General Criteria for Urban Waste<br />

C7.3.7.1. Installations shall consult with the Italian Base Commander on issues<br />

pertaining to the management of urban waste.<br />

C7.3.7.2. Installations will develop and implement a strategy to reduce urban waste<br />

disposal. This strategy shall include recycling, composting, or waste minimization efforts. The<br />

strategy shall also include the means for separate collection of packaging waste and its<br />

recovery/recycling through coordination with the appropriate Italian consortium.<br />

C7.3.7.3. Recycling programs will be instituted on DoD installations in accordance with<br />

the policies in DoDI 4715.4 (Pollution Prevention). These programs shall provide for separate<br />

collection and recycling/recovery of primary and secondary packaging wastes, appliances, and<br />

large auto parts. Landfilling of such recovered wastes is prohibited. Disposal of<br />

recycled/recovered material shall be coordinated with the Italian Base Commander and with the<br />

appropriate Italian consortium.<br />

C7.3.7.3.1. Before arranging for the re-use, recycling, or disposal of electronic<br />

equipment and electronics, including CDs and DVDs, DoD should take all measures and utilize<br />

qualified technical procedures to prevent unauthorized access to personal data, as well as<br />

classified data that is saved in electronics and electrical equipment.<br />
