<strong>ITALY</strong> - 17 Lead-Based Paint<br />

C17.2.7. Dust-Lead Hazard (previously defined as lead-contaminated dust). Surface dust<br />

in a residential dwelling or child-occupied facility that contains a mass-per –area concentration<br />

of lead ≥ 40 g/ft 2 on floors or 250 g/ft 2 on interior window sills based on wipe samples.<br />

C17.2.8. Elevated Blood Lead Level. A confirmed concentration of lead in whole blood of<br />

20 g/dl (micrograms of lead per deciliter) for a single test, or of 15-19 g/dl in two tests taken<br />

at least 3 months apart.<br />

C17.2.9. Encapsulation. The application of any covering or coating that acts as a barrier<br />

between the lead-based paint and the environment. Encapsulation may be used as a method of<br />

abatement if it is designed to be permanent.<br />

C17.2.10. Enclosure. The use of rigid, durable construction materials that are mechanically<br />

fastened to the substrate to act as a barrier between lead-based paint and the environment.<br />

Enclosure may be used as a method of abatement if it is designed to be permanent.<br />

C17.2.11. Evaluation. A visual evaluation, risk assessment, risk assessment screen, paint<br />

inspection, paint testing, or a combination of risk assessment and paint inspection to determine<br />

the presence of deteriorated paint, lead-based paint, or a lead-based paint hazard.<br />

C17.2.12. Friction Surface. An interior or exterior surface that is subject to abrasion or<br />

friction, including but not limited to, window, floor, and stair surfaces.<br />

C17.2.13. Hazard Reduction. Measures designed to reduce or eliminate human exposure to<br />

lead-based paint hazards through various methods including interim controls or abatement or a<br />

combination of the two.<br />

C17.2.14. Impact Surface. An interior or exterior surface that is subject to damage by<br />

repeated sudden force, such as certain parts of doorframes.<br />

C17.2.15. Interim Controls. A set of measures designed to temporarily reduce human<br />

exposure or likely exposure to lead-based paint hazards. Interim controls include, but are not<br />

limited to, repairs, occasional and ongoing maintenance, painting, temporary containment,<br />

specialized cleaning, clearance, ongoing activities, and the establishment and operation of<br />

management and resident education programs.<br />

C17.2.16. Lead-Based Paint. Paint or other surface coatings that contain lead ≥ 1.0<br />

milligram per cm 2 , or 0.5 % by weight or 5,000 ppm by weight.<br />

C17.2.17. Lead-Based Paint Hazard. It includes paint-lead hazard, dust-lead hazard or soillead<br />

hazard, also defined in this list.<br />

C17.2.18. Lead-Based Paint Inspection. A surface-by-surface investigation to determine the<br />

presence of lead-based paint, and the provision of a report explaining the results of the<br />

investigation.<br />

C17.2.19. Paint-Lead Hazard. A paint-lead hazard is any of the following:<br />
