<strong>ITALY</strong> - 3 Drinking Water<br />

C3.3. CRITERIA<br />

C3.3.1. General Requirements. DoD water systems, regardless of whether they produce<br />

or purchase water, will:<br />

C3.3.1.1. Maintain a map/drawing of the complete potable water system. When the<br />

installation produces drinking water, potable water distribution system maps shall be updated<br />

every year (or sooner, if there are changes).<br />

C3.3.1.2. Update the potable water system master plan at least every 5 years.<br />

C3.3.1.3. Protect all water supply aquifers (groundwater) and surface water sources<br />

from contamination by suitable placement and construction of wells, by suitable placing of the<br />

new intake (heading) to all water treatment facilities, by siting and maintaining septic systems<br />

and onsite treatment units, and by appropriate land use management on DoD installations<br />

through the adoption of the following zoning criteria:<br />

C3.3.1.3.1. Zone of Absolute Conservation: The area immediately surrounding<br />

wellheads and associated piping. Zones of absolute conservation shall be adequately protected,<br />

have a radius of at least 10 meters (33 feet) from the withdrawal points and be used only to host<br />

the pumphouse and related utilities. The wellhead should be placed in a pumphouse with access<br />

limited to authorized personnel. The pumphouse shall have the size and dimensions to facilitate<br />

inspections. The pumphouse should be equipped and constructed to avoid water stagnation on<br />

the floor or infiltration from walls or roof. The wellhead closing shall be equipped with a<br />

sampling port with a threaded plug in order to facilitate groundwater level measurements and<br />

direct sampling.<br />

C3.3.1.3.2. Zone of Respect: The area surrounding the zone of absolute<br />

conservation. Lacking the definition by the Region of the extension of the zone of respect, the<br />

zone itself is assumed to have a 200-meter (656-feet) radius from the withdrawal point. The<br />

following activities are prohibited in the zone of respect:<br />

C3.3.1.3.2.1. Discharge of waste, sludge, or sewage, even if purified<br />

C3.3.1.3.2.2. Storage of organic or chemical fertilizers or pesticides<br />

C3.3.1.3.2.3. Discharge of organic or chemical fertilizers or pesticides unless the<br />

utilization of such substances is conducted following a specific usage plan taking into account<br />

the nature of the soil, of the crops, the agricultural techniques adopted, and the vulnerability of<br />

the water resources<br />
