<strong>ITALY</strong> - 7 Solid Waste<br />

“Hazardous Waste.” Readily detachable or removable hazardous special waste will be<br />

segregated and disposed of in accordance with Chapters 6, 14 and 15.<br />

C7.3.8.4. Design of Urban Waste Storage Areas<br />

C7.3.8.4.1. In the design of all buildings or other facilities that are constructed,<br />

modified, or leased after the effective date of this document, there will be provisions for storage<br />

in accordance with these guidelines that will accommodate the volume of urban waste<br />

anticipated. Storage areas will be easily cleaned and maintained, and will allow for safe,<br />

efficient collection.<br />

C7.3.8.5. Approval for New/Expanded Landfills<br />

C7.3.8.5.1. Installations will not initiate new or expand existing landfill units<br />

without approval of the Unified Combatant Commander with responsibility for the area where<br />

the landfill would be located and only after justification that unique circumstances mandate a<br />

new unit.<br />

C7.3.8.5.2. New landfills and existing landfills still in operation after 16 July 2005<br />

shall be designed and operated to meet the requirements for inert waste, non-hazardous waste or<br />

hazardous waste landfill, whichever is appropriate, and shall be permitted. Installations that<br />

intend to construct or operate a landfill shall provide the Italian Base Commander with sufficient<br />

information to seek a permit (see Chapter 1 for the process).<br />

C7.3.8.6. Burning<br />

C7.3.8.6.1. Open burning shall not be used for the disposal of urban waste.<br />

Burning shall be conducted using Italian–permitted incinerators that meet the air quality<br />

requirements in Chapter 2, “Air Emissions.”<br />

C7.3.8.6.2. New incinerators shall conduct the combustion process together with<br />

energy recovery. Urban waste incinerators shall not have a capacity of < 100 tonnes/day (110.23<br />

tons/day) of waste.<br />

C7.3.9. Criteria for Hazardous Urban Waste. Hazardous urban wastes shall be managed<br />

according to the following criteria:<br />

C7.3.9.1. Collected separately from any other urban waste and disposed of by the local<br />

Municipality if operating such service<br />

C7.3.9.2. If collection and disposal service for hazardous urban waste is not provided by<br />

the Municipality, the installation shall manage and dispose of this waste as special hazardous<br />

waste. In that case, mercury, nickel-cadmium, and lithium batteries from household appliances<br />

shall be managed in accordance with C6.3.7.12. (Chapter 6, “Hazardous Waste,” Criteria for<br />

Batteries). Also refer to C7.3.8.3. (Bulky Wastes).<br />
