<strong>ITALY</strong> - 6 Hazardous Waste<br />

authority or the EEA to conclude that the incinerator will effectively destroy the principal organic<br />

hazardous constituents of each waste to be burned.<br />

C6.3.8.10.5. Hazardous Waste Treatment. All hazardous waste treatment (disposal,<br />

recycling, recovery, etc.) shall be permitted. DoD waste generators who intend to treat their<br />

hazardous waste on their installation shall consult with the EEA (via the Component chain of<br />

command) and shall provide the Italian Base Commander with sufficient information to seek a<br />

permit for the treatment activity. A simplified permit can be obtained for the waste recovery<br />

activities listed in Appendix B.5.<br />

C6.3.8.10.5.1. Waste containing POPs shall be disposed of or recovered using the<br />

following options (included in Appendix B.2 and B.3):<br />

C6.3.8.10.5.1.1 . D9 - Physico-chemical treatment;<br />

C6.3.8.10.5.1.2 . D10 - Incineration on land;<br />

C6.3.8.10.5.1.3 . R1 - Use principally as a fuel or other means to generate<br />

energy, excluding waste containing PCBs; or<br />

C6.3.8.10.5.1.4 . R4 - Recycling/reclamation of metals and metal compounds,<br />

under the following conditions:<br />

6.3.8.10.5.1.4.1 The operations are restricted to residues from iron- and<br />

steel-making processes. Waste containing PCBs is excluded. The operations are restricted to<br />

processes for the recovery of iron and iron alloys (blast furnace, shaft furnace and hearth furnace)<br />

and non-ferrous metals (Waelz rotary kiln process, bath melting processes using vertical or<br />

horizontal furnaces).<br />

6.3.8.10.5.1.4.2 Pre-treatment prior to destruction or irreversible<br />

transformation may be performed, provided that a substance listed in Appendix B.6 that is isolated<br />

from the waste during the pre-treatment is subsequently disposed using the above listed operations.<br />

In addition, repackaging and temporary storage operations may be performed prior to such pretreatment<br />

or prior to destruction or irreversible transformation.<br />

6.3.8.10.5.1.4.3 Waste containing any substances listed in Appendix B.6<br />

may be otherwise disposed with other waste operations listed in Appendix B.2 and B.3, provided<br />

that the content of the listed substances in the waste is below the concentration limits specified in<br />

Appendix B.6.<br />

C6.3.8.11. Scrap Vehicles, Tires, & Other Car Parts<br />

C6.3.8.11.1. Vehicles that are no longer usable and need to be dismantled shall be<br />

turned over to a permitted collection center. Motor vehicles may also be returned to the new (or<br />

used) vehicle dealer, when purchasing a new (or replacement) vehicle on the open market. The<br />

collection center is responsible for dismantling the vehicle, recovering of recyclable materials,<br />

and disposing of the scrap metal. In addition, the collection center will issue a certificate to the<br />

former vehicle owner releasing him/her from any penal or civil liability relating to the disposal<br />

of the vehicle. Vehicle spare parts (including tires, but excluding parts related to vehicle safety)<br />
