<strong>ITALY</strong> - 6 Hazardous Waste<br />

The installation manager must document the inspections in the operating record of the TWSA<br />

and/or WSA site.<br />

C6.3.8.8.6. Response to Leaks or Spills and Disposition of Leaking or Unfit-For-<br />

Use Tank Systems. A tank system or secondary containment system from which there has been<br />

a leak or spill, or which is unfit for use, must be removed from service immediately and repaired<br />

or closed. Installations must satisfy the following requirements:<br />

C6.3.8.8.6.1. Cessation of use; prevention of flow or addition of wastes. The<br />

installation must immediately stop the flow of hazardous waste into the tank system or secondary<br />

containment system and inspect the system to determine the cause of the release.<br />

C6.3.8.8.6.2. Containment of visible releases to the environment. The<br />

installation must immediately conduct an inspection of the release and, based upon that<br />

inspection:<br />

surface water<br />

C6.3.8.8.6.2.1 Prevent further migration of the leak or spill to soils or surface<br />

C6.3.8.8.6.2.2 Remove and properly dispose of any contamination of the soil or<br />

C6.3.8.8.6.2.3 Remove free product to the maximum extent possible<br />

C6.3.8.8.6.2.4 Continue monitoring and mitigating for any additional fire and<br />

safety hazards posed by vapors or free products in subsurface structures<br />

C6.3.8.8.6.3. Make required notifications and reports.<br />

C6.3.8.8.7. Closure. At closure of a tank system, the installation must remove or<br />

decontaminate HW residues, contaminated containment system components (liners, etc.),<br />

contaminated soils to the extent practicable, and structures and equipment.<br />

C6.3.8.9. Hazardous Waste Transport. All criteria of C6.3.2. (Transportation Criteria)<br />

apply to transportation of hazardous special waste.<br />

C6.3.8.10. Hazardous Waste Disposal<br />

C6.3.8.10.1. Use of DLA Disposition Services. All DoD HW should normally be<br />

disposed of through DLA Disposition Services. A decision not to use DLA Disposition Services<br />

for HW disposal may be made in accordance with DoDD 4001.1 to best accomplish the<br />

installation mission, but should be concurred with by the component chain of command to ensure<br />

that installation contracts and disposal criteria are at least as protective as criteria used by DLA<br />

Disposition Services.<br />

C6.3.8.10.2. In-Country & Out-of-Country Disposal. Installations and components<br />

shall use Italian-permitted companies to treat or dispose of their specific waste.<br />
