C5.1. SCOPE<br />

C5. CHAPTER 5<br />

HAZARDOUS MATERIALS<br />

This Chapter contains standards for the storage, handling, and disposition of hazardous materials.<br />

It does not cover solid or hazardous waste, underground storage tanks, petroleum storage, and<br />

related spill contingency and emergency response requirements, which are covered under other<br />

Chapters. This FGS does not cover munitions.<br />

C5.2. DEFINITIONS<br />

C5.2.1. Compound. A pure chemical consisting of two or more elements that can be<br />

separated into simpler substances by chemical reaction.<br />

C5.2.2. Element. A pure chemical consisting of one type of atom.<br />

C5.2.3. Hazardous Chemical Warning Label. A label, tag, or marking on a container that<br />

provides the following information:<br />

C5.2.3.1. Identification/name of hazardous chemicals;<br />

C5.2.3.2. Appropriate hazard warnings; and<br />

C5.2.3.3. The name and address of the manufacturer, importer, or other responsible<br />

party; and that is prepared in accordance with DoDI 6050.05.<br />

C5.2.4. Hazardous Material. Any substance, compound, mixture or material that is<br />

capable of posing an unreasonable risk to health, safety, or the environment if improperly<br />

handled, stored, issued, transported, labeled, or disposed because it displays a characteristic<br />

listed in Table 5.1., “Hazardous Materials Characteristics,” or the material is listed in Appendix<br />

A, “List of Hazardous Waste/Substances/Materials.” Munitions are excluded.<br />

C5.2.5. Hazardous Material Information Resource System (HMIRS). The computerbased<br />

information system developed to accumulate, maintain and disseminate important<br />

information on hazardous material used by the Department of Defense in accordance with, “DoD<br />

Hazard Communication (HAZCOM) Program.”<br />

C5.2.6. Hazardous Material Shipment. Any movement of hazardous material in a DoD<br />

land vehicle, either from an installation to a final destination off the installation, or from a point<br />

of origin off the installation to a final destination on the installation, in which certification of the<br />

shipment is involved.<br />
