ITALY - 4 Wastewater
C4.2.9. Chemical Oxygen Demand (COD). The mass of oxygen consumed for the
complete oxidation of organic and inorganic compounds contained in one liter of solution.
C4.2.10. Daily Average. The arithmetic mean of values calculated for each parameter on
samples collected during a 24-hour period.
C4.2.11. Daily Discharge. The "discharge of a pollutant" measured during a calendar day
or any 24-hour period that reasonably represents the calendar day for purposes of sampling. For
pollutants with limitations expressed in units of mass, the "daily discharge" is calculated as the
total mass of the pollutant discharged over the day. For pollutants with limitations expressed in
other units of measurement (e.g., concentration), "daily discharge" is calculated as the average
measurement of the pollutant over the day.
C4.2.12. Discharge. Any flow through a continuous fixed conveyance system, which
connects the process generating the wastewater flow to the receptor (surface waters, soil, subsoil,
or into a sewer system), regardless of its pollutant composition and whether previously treated.
The following sources of “water releases” are not included in the definition of “discharge”:
C4.2.12.1. Hydroelectric power plants
C4.2.12.2. Irrigation
C4.2.12.3. Drinking water purifying plants
C4.2.12.4. Drilling activities not including those for hydrocarbon exploration
C4.2.13. Discharge onto Soil. Any discharge onto soil or shallow subsoil.
C4.2.14. Discharge of a Pollutant. The addition of any pollutant or combination of
pollutants to waters of Italy from any “point source.”
C4.2.15. Distribution Network. Facilities destined to the conveyance of reclaimed
wastewater, including any equalization equipment or storage of reclaimed wastewater different
from those mentioned above.
C4.2.16. Domestic Wastewater. Wastewater originating from residential establishments
and consisting primarily of refuse from human metabolism and domestic activities.
C4.2.17. Domestic Wastewater Treatment System (DWTS). Any DoD or Italian facility
designed to treat wastewater before its discharge to waters of Italy and in which the majority of
such wastewater is made up of domestic sewage.
C4.2.18. Effluent Limitation. Any restriction imposed on characteristics of wastewater that
are ultimately discharged.
C4.2.19. Existing Discharge. Permitted wastewater discharges (urban, domestic, and
industrial) operational prior to 1 October 1994.
