<strong>ITALY</strong> - 6 Hazardous Waste<br />

C6.2.46. Waste Treatment. Any method, technique, or process, designed to change the<br />

physical, chemical, or biological characteristics or composition of any waste so as to render such<br />

waste non-hazardous, or less dangerous to the persons exposed or to the environment; safer to<br />

transport, store, or dispose of; or amenable for recovery, amenable for storage, or reduced in<br />

volume. (Note: Sterilization of medical waste at the waste-generating medical facility is not<br />

classified as treatment).<br />

C6.3. CRITERIA<br />

C6.3.1. Waste Classification. Waste generating activities will classify their waste streams<br />

using the USEUCOM Waste List. Laboratory analysis shall be used to classify unknown wastes<br />

by determining their physical-chemical characteristics and their hazardous properties as<br />

presented in Appendix B-1.<br />

C6.3.2. Waste Analysis Plan. The TWSA/WSA manager, in conjunction with the<br />

installation(s) served, will develop a plan to determine how and when wastes are to be analyzed.<br />

The waste analysis plan will also include procedures for characterization and verification testing<br />

of unknown wastes. The plan should include: parameters for testing and rationale for choosing<br />

them, frequency of analysis, test methods, and sampling methods. In addition, waste analyses<br />

shall be performed prior to transferring waste to recycling/disposal facilities (at the first shipment<br />

and then at least annually and when the waste generating process changes significantly).<br />

C6.3.2.1. Waste generators shall keep a Waste Loading and Unloading Register which<br />

each waste loading and unloading operation shall be registered with the proper unique waste<br />

identification codes from the USEUCOM Waste List. In addition the waste generator shall<br />

complete the annual waste report (MUD); see C6.3.4.4.<br />

C6.3.3. Transportation Criteria<br />

C6.3.3.1. When transporting hazardous waste via commercial transportation on Italian<br />

public roads and highways, HW generators will prepare off-installation HW shipments in<br />

compliance with the packaging and labeling requirements of Chapter 5, “Hazardous Materials.”<br />

Hazardous waste designated for international transport will be prepared in accordance with<br />

USEUCOM’s Joint Transportation and Traffic Management.<br />

C6.3.3.2. Waste transporters shall be registered in Italy and vehicles shall be<br />

appropriately licensed.<br />

C6.3.3.3. The transportation of hazardous waste on public roads and highways shall be<br />

conducted by Italian-permitted companies. Installations that intend to transport hazardous waste<br />

via military vehicles on Italian public roads and highways must provide the Italian Base<br />

Commander with sufficient information to seek a permit for their transport. As an alternative,<br />

Italian-permitted waste transport companies may be used for off-base transport of waste.<br />

C6.3.4. Manifesting Criteria. All waste (urban and special waste, whether hazardous or<br />

non-hazardous) leaving the installation will be accompanied by the waste manifest to ensure a<br />
