PETROLEUM, OIL, AND LUBRICANTS<br />

This Chapter contains criteria to control and abate pollution resulting from the storage, transport,<br />

and distribution of petroleum products. Criteria for Underground Storage Tanks (UST)<br />

containing POL or hazardous material products are addressed in Chapter 19, “Underground<br />

Storage Tanks.” POL spill prevention and response planning criteria are contained in Chapter 18,<br />

“Spill Prevention and Response Planning.”<br />

C9.2. DEFINITIONS<br />

C9.2.1. Aboveground Storage Container. POL storage containers, exempt from UST<br />

criteria, that are normally placed on or above the surface of the ground. POL storage containers<br />

located above the floor and contained in vaults or basements, bunkered containers, and also<br />

partially buried containers are considered aboveground storage containers. For the purposes of<br />

this Chapter, this includes any mobile or fixed structure, tank, equipment, pipe, or pipeline (other<br />

than a vessel or a public vessel) used in oil well drilling operations, oil production, oil refining,<br />

oil storage, oil gathering, oil processing, oil transfer, and oil distribution. This also includes<br />

equipment in which oil is used as an operating fluid, but excludes equipment in which oil is used<br />

solely for motive power.<br />

C9.2.2. Below Ground Storage Container. Completely buried POL storage containers,<br />

including deferred USTs, that are exempt from all criteria in Chapter 19, “Underground Storage<br />

Tanks.” For purposes of this definition, ONLY below ground storage containers that are exempt<br />

from requirements of Chapter 19 are counted toward the aggregate thresholds in definition of<br />

POL facility below.<br />

C9.2.3. Loading/Unloading Racks. Location where tanker trucks/rail cars are loaded and<br />

unloaded by pipes, pumps, and loading arms.<br />

C9.2.4. Loading/Unloading Areas. Any location where POL is authorized to be loaded or<br />

unloaded to or from a POL storage container.<br />

C9.2.5. Pipeline Facility. Includes new and existing pipes, pipeline rights of way,<br />

auxiliary equipment (e.g., valves and manifolds), and buildings or other facilities used in the<br />

transportation of POL.<br />

C9.2.6. POL. Refined petroleum, oils, and lubricants, including, but not limited to,<br />

petroleum, fuel, lubricant oils, synthetic oils, mineral oils, animal fats, vegetable oil, sludge, and<br />

POL mixed with wastes other than dredged spoil.<br />
