C11.1. SCOPE<br />

C11. CHAPTER 11<br />

PESTICIDES<br />

This Chapter contains criteria regulating the use, storage, and handling of pesticides, but does not<br />

address the use of these materials by individuals acting in an unofficial capacity in a residence or<br />

garden. The disposal of pesticides is covered in Chapter 6, “Hazardous Waste” and Chapter 7,<br />

“Solid Waste.”<br />

C11.2. DEFINITIONS<br />

C11.2.1. Certified Pesticide Applicators. All personnel who apply pesticides and who have<br />

been formally certified in accordance with DoD Manual 4150.07-M, “Volume 1 DoD Pest<br />

Management Training: The DoD Plan for the Certification of Pesticide Applicators” (which<br />

accepts HN certification in appropriate circumstances). Local nationals applying pesticides<br />

classified as toxic or very toxic or harmful shall also hold a valid Italian authorization.<br />

C11.2.2. Integrated Pest Management (IPM). A planned program incorporating continuous<br />

monitoring, education, record-keeping, and communication to prevent pests and disease vectors<br />

from causing unacceptable damage to operations, people, property, materiel, or the environment.<br />

IPM uses targeted, sustainable (effective, economical, environmentally sound) methods,<br />

including education, habitat modification, biological control, genetic control, cultural control,<br />

mechanical control, physical control, regulatory control and, where necessary, the judicious use<br />

of least-hazardous pesticides.<br />

C11.2.3. Local National. A DoD employee hired under Italian employment conditions.<br />

C11.2.4. Pests. Arthropods, birds, rodents, nematodes, fungi, bacteria, viruses, algae,<br />

snails, marine borers, snakes, weeds, undesirable vegetation, and other organisms (except for<br />

microorganisms that cause human or animal disease) that adversely affect the well being of<br />

humans or animals; attack real property, supplies, equipment, or vegetation; or are otherwise<br />

undesirable.<br />

C11.2.5. Pest Management Consultant. Professional DoD pest management personnel<br />

located at component headquarters, field operating agencies, major commands, facilities<br />

engineering field divisions or activities, or area support activities who provide technical and<br />

management guidance for the conduct of installation pest management operations. Some pest<br />

management consultants may be designated by their component as certifying officials.<br />

C11.2.6. Pesticide. Any substance or mixture of substances, including biological control<br />

agents, that may prevent, destroy, repel, or mitigate pests. Pesticide generally refers to<br />

insecticides, rodenticides, herbicides, and other chemicals used to control pests and undesirable<br />

vegetation.<br />
