<strong>ITALY</strong> - 8 Medical Waste Management<br />
of unknown wastes. The plan should include: parameters for testing and rationale for choosing<br />
them, frequency of analysis, test methods, and sampling methods. In addition, waste analyses<br />
shall be performed prior to transferring waste to recycling/disposal facilities (at the first shipment<br />
and then at least annually and when the waste generating process changes significantly).<br />
C8.3.2.1. Waste generators shall keep a Waste Loading and Unloading Register which<br />
each waste loading and unloading operation shall be registered with the proper unique waste<br />
identification codes from the USEUCOM Waste List. In addition the waste generator shall<br />
complete the annual waste report (MUD).<br />
C8.3.3. Transportation Criteria<br />
C8.3.3.1. When transporting hazardous waste via commercial transportation on Italian<br />
public roads and highways, HW generators will prepare off-installation HW shipments in<br />
compliance with the packaging and labeling requirements of Chapter 5, “Hazardous Material.”<br />
C8.3.3.2. Waste transporters shall be registered in Italy and vehicles shall be<br />
appropriately licensed.<br />
C8.3.3.3. The transportation of hazardous waste on public roads and highways shall be<br />
conducted by Italian-permitted companies. Installations that intend to transport hazardous waste<br />
via military vehicles on Italian public roads and highways must provide the Italian Base<br />
Commander with sufficient information to seek a permit for their transport. As an alternative,<br />
Italian-permitted waste transport companies may be used for off-base transport of waste.<br />
C8.3.4. Manifesting Criteria. All waste (urban and special waste, whether hazardous or<br />
non- hazardous) leaving the installation will be accompanied by the waste manifest to ensure a<br />
complete audit trail from point of origin to ultimate disposal. (Note: urban waste removed by the<br />
Municipal authority with its own vehicles does not have to be manifested.)<br />

C8.3.4.1. The manifest shall include the following information:<br />
C8.3.4.1.1. Name, address, and Unique Identification Number of the generator of<br />
C8.3.4.1.2. Name, address, and financial code of the waste transporter<br />
C8.3.4.1.3. Origin, waste code, and quantity of waste<br />
C8.3.4.1.4. Disposal or recovery code to be used (see Appendices B.2 and B.3)<br />
C8.3.4.1.5. Name of disposal facility<br />
C8.3.4.1.6. Date and route to the disposal and/or treatment facility<br />
C8.3.4.1.7. Transport vehicle license plate number and driver’s name<br />
C8.3.4.1.8. Name and address of the receiver<br />
