protection regulations, reduce the risks <strong>of</strong> hazardous and radioactive material spills by ensuring<br />

appropriate packaging, inspection, and storage <strong>of</strong> those materials. These programs also aid in<br />

the detection <strong>of</strong> confinement degradation (drips and leaks) through routine<br />

surveillancdinspections. In addition, the programs assist with appropriate response planning and<br />

preparation for events such as hazardous material spills.<br />

Requirements for the Environmental Protection and Waste Management programs are<br />

defined by the Colorado Code <strong>of</strong> Regulations 6 CCR 1007-3 (Ref. 18) and 5 CCR 1001-3, 4, 5,<br />

and 17 (Ref. 19), 40 CFR Part 148 (Ref. 20), and 40 CFR Parts 260-282 (Ref. 21), and<br />

implemented by the Hazardous Wate Requirements MmaZ (Ref. 22).<br />

3.8 FIRE PROTECTION<br />

The Fire Protection program provides fire protection engineering and hazards analysis,<br />

fire prevention requirements (control <strong>of</strong> combustibles, transient fire loads, hot work, and ignition<br />

sources; inspections; and training), and fire response. Fire response plans, training, and drills, as<br />

well as the inspection, testing, and maintenance <strong>of</strong> engineered fire protection and notification<br />

systems aid in the mitigation <strong>of</strong> the effects <strong>of</strong> a fire, fire fighting capability, and property loss<br />

minimization if a fire should occur.<br />

The Fire Protection program is implemented by the relevant sections <strong>of</strong> the Health and<br />

sdety Practices Mmal (Ref. 23), which includes the Fire Protection Poky, Programs,<br />

@'ganimtion (Section 30.00); Fire and Life Sa@@ (Section 32.00); BuiIding and FaciIig<br />

(Sectioh 33.00); and Fire Protection (Section 34.00).<br />

3.9 SAFETY AND INDUSTRIAL HYGIENE<br />

The Safety and Industrial Hygiene program contains provisions to implement federal<br />

regulations addressing standard industrial hazards. Precedents for controlling standard industrial<br />

hazards are well established through institutionalized standards, guidelines, and good practices.<br />

Industrial Safety is generally implemented in concert with other SMP requirements.<br />

The standards for the Safety and Industrial Hygiene program are 29CFRPart 1910<br />

(Ref. 24) and portions <strong>of</strong> 29 CFR Part 1926 (Ref. 25), and are implemented by the relevant<br />

procedures <strong>of</strong> the Health and Sdety Practices Mmal (Ref. 23) based upon the hazards <strong>of</strong> the<br />

work on an activity-by-activity basis and in MAN-072-0S&IHPM, Occupational Safety and<br />

Industrial Hygiene Program Mmal (Ref. 26).<br />

3.10 MAINTENANCE<br />

Testing, sweillance, and maintenance is accomplished predominately within the<br />

Maintenance program, which ensures that safety SSCs perform their intended safety functions.<br />

Provisions <strong>of</strong> the ,Maintenance program specify that maintenance tasks be performed safely and<br />

within the Building991 authorization basis. The program also integrates work control<br />

processes, including the identification, request, planning, implementation <strong>of</strong> maintenance, and<br />
